Definitions CFA member: A person who is registered by the Authority as a volunteer officer or member of a brigade and/or a person who is employed by CFA vehicle: All vehicles owned or used by CFA or any brigade or Group. This does not include any privately or community owned vehicles, unless approved for use by the OIC Brigade/Incident Controller. Endorsements DCO (Operations), O/M, O/O or OIC Brigade (this responsibility cannot be delegated) shall: • Be advised by any CFA member who drives or may be required to drive CFA vehicles if their licence is varied, cancelled, disqualified or suspended • Be advised by any CFA member if they have any medical condition that may affect their ability to drive and operate any CFA vehicle • Endorse any person under their control to drive and operate any CFA vehicle. Seatbelts Requirements on seatbelt use: • The driver is legally responsible to ensure that all vehicle occupants are wearing a seatbelt if provided in each seating position • However, CFA states that each crew member is responsible for their own seatbelt use. Driving Under the Influence No person shall drive a CFA vehicle: • If they are likely to have the prescribed concentration or more than the prescribed concentration of alcohol in their blood; or • While under the influence of intoxicating liquor or of any drug to such an extent as to be incapable of having proper control of the vehicle. Zero BAC • The Road Safety Act (1986) requires that the following drivers must have a ZERO blood alcohol concentrate (BAC): – Holders of probationary licences – Drivers of vehicles exceeding 15 tonne Gross Vehicle Mass (e. g. Mass and Dimension • All drivers of CFA vehicles must comply with any posted ‘mass or dimension limit’ signs unless exempted • Exemptions do apply to ‘no trucks’ signs if the driver is responding to a fire or incident under Code 1 or Code 3 conditions. Driver Education • Any person receiving driving education in preparation for obtaining a licence endorsement to drive CFA vehicles must have a valid and current motor car licence and must also display Driver Under Instruction signs • If the driver is a probationary driver, then they must also display their Edition 5. 2 Feb 2012 OH – 40 plates. Radios and Phones • Whilst the vehicle is in motion, drivers shall not use the CFA radio, hand-held mobile phone or navigational device unless operationally required • Where possible, a passenger in the vehicle should use these devices in preference to the driver. Safety • Where the crew or vehicle or any person or motorist is threatened, the disabled vehicle may be moved from the danger area • Where it is safe to do so, CFA members shall endeavour to move the disabled CFA vehicle out of the way of traffic.
