Identify major elements of the project: generally the project deliverables and project management; project life cycle phases may be first level of decomposition with the project deliverables repeated at the second level. Decomposition 2. Decide if duration and costs can be estimated at this level: (those far in the future may not be possible) Different elements will require different levels of decomposition.
