Why Commemorate the World War I Centennial? p p p www. oaa. army. mil No single event in our history has shaped or defined our Army as did WWI. The American Expeditionary Forces (AEF) of WWI were the forebears of the modern U. S. Army. More than four million Americans, mostly citizen-soldiers, served in the AEF during the war, and more than 300, 000 were killed, wounded, or went missing. Allows the Army to commemorate the birth of a modern and globally engaged Army and many of its legacy institutions and installations trace their roots back to WWI: the Total Army, divisions, many of the army’s branches, modern weapons and tactics, and professional traditions. This commemoration can strengthen the bond between the Army and society by using history to reinforce the massive level of service by everyday Americans in the war, and the war’s deep impact at the community level. Upon receipt of this order, from 6 April 2017 through 30 September 2019 the Army will execute WWI Centennial Commemoration activities to remember and honor the service of WWI. Purpose: To execute a total force program of commemoration activities that honors the Army’s service during WWI and raises awareness of the foundations of the modern U. S. Army. End State. At the end of the commemoration period, the Army has educated soldiers, civilians, and the public about the Army’s experience during WWI and remembered and honored those who served our nation. LOE 1 – Commemoration Governance and Resourcing www. oaa. army. mil Goal: Coordinate, Prioritize, and Synchronize the Army’s Commemorative Efforts p Commemoration Participant Authorities: n n n p Local commanders at all levels are authorized to plan and execute commemorative activities that are consistent with their existing authority to conduct public affairs, community relations, and other normal missions only. Commands will submit all planned events and activities to HQDA through CMH for Army visibility and tracking following local legal review and public affairs vetting. CMH is available to provide guidance on the proper channels for legal and/or public affairs questions. LOE 1 – Commemoration Governance and Resourcing (cont. ) p : www. oaa. army. mil Commemoration Resourcing : n Local commanders at all levels are authorized to plan and execute commemorative activities that are consistent with their existing authority to conduct public affairs, community relations, and other normal missions only. n Commanders will ensure that their community relations and public affairs offices, servicing legal offices, and resource managers review and advise the proper source(s) of funding for commemorative events. n Commanders will not receive reimbursement from HQDA for WWI Commemorative activities. n Any promotional items or giveaways paid for with appropriated funds and distributed in association with a commemorative event must fall within the Command's mission and have an informational purpose. Unit campaign and battle commemoration events. (See LOE 5) Unit Veterans’ Associations. CMH encourages the participation of unit veterans’ associations in Army Commemoration Committee activities. Where possible, Army commands and veterans’ associations will seek to conduct cooperative commemorative activities.
