Abstract The objective of study can combine the Air Transport Management Information System, Air Transportation E-Business and Operations Research. The Legislative Yuan has already approved the “International Airport Special Zone development regulations” on January 12 th this year and declare “Taoyuan Aerotropolis” plans to launch formally. Draw up that investing in 1. 2 trillion NTD to develop relevant construction before 2020. Except for “Airport Special Zone” which is necessary for airport development, Government also plan to have such constructions of eight major functions dividing area as “Free Trade Zone”, “Trade Exhibition Area”, “Coastal Recreation Area” etc. It can create as a hub of global flows of people, goods, commerce, money, information and technology. Government expects such development can drive national overall economy and promote country's whole competitiveness. The main plan of “Taoyuan Aerotropolis” predicts that passenger volume should rise to 41, 500, 000 persons until 2031. By 2035, the cargo volume should rise to 4, 020, 000 tons. Therefore, this study applies “Linear Regression Analysis, Taguchi Method and AHP/ TOPSIS Methods” to predict the passenger and cargo volumes in the future and Taiwan Taoyuan Airport passenger/cargo volumes from 1981 to 2013 prospects as the raw materials of initial data mining. These methods that employed S/N ratio calculation, and hierarchic performance analysis respectively to reduce the variability and to determine the major process control factors so as to optimize the making strategy have been widely used in process analysis to make decision with the lowest cost and highest quality.
