San Antonio Airport System • Owned and Operated by the City of San Antonio • Two Airports in the system: – San Antonio International Airport (SAT) – Stinson Airport (SSF)

SAT Overview • Passengers – 2008 – Record Year for Passengers • 8, 358, 515 Total CY Passengers – 2009 – Total Passengers Dropped 6. 3% • 7, 835, 341 Total CY Passengers – 2010 January thru June – Passengers are up 2. 2% over same period in 2009 • Aircraft Operations – Decreased from 165, 149 in 2008 to 154, 307 in 2009 (10% drop) • Cargo – Decreased from 282. 8 million pounds in 2008 to 259. 8 million pounds in 2009 (8% decrease)

As of June 2010, SAT’s Airline Seat Capacity Increased 6. 8% over June 2009. Currently SAT has 14, 931 daily seats.

SAT Airport Overview • Continue to meet with airlines and present business cases that justify new nonstop flights to unserved markets • Incentive program approved by City Council: • Support marketing of new nonstop flights and/or • New air carriers entering the San Antonio market • Recent successes include: • Delta’s reinstatement of the Cincinnati flights in April with plans to start nonstop flights to New York JFK in November • Frontier recently announced nonstop service to Milwaukee in November

SAT Capital Improvement Program (CIP) • $636. 4 million on the 10 -year CIP for SAT and SSF • SAT’s current expansion program is guided by the 1998 Airport Master Plan recommendations, which include: • New Long-Term Parking Garage • New Terminals B and C • Two-level roadway extension to service Terminals B and Future Terminals C & D • Runway and taxiway extensions and airfield upgrades

Terminal Expansion Projects $635 Million CIP T-2 Demolition (Early 2011) Terminal B (Nov. 2010) Baggage Screening (Nov. 2010) Increased Lanes (Open NOW!) Future Projects: -Runway Extension -Third Terminal -Additional Parking -Rental Car Center Two-Tier Roadway System 5 Story Parking Expansion (Summer 2008) -9, 000+ parking spaces -Over 3, 000 new spaces added in past 2 years

SAT CIP • Long-Term Parking garage – Expanded to add 2, 800 new spaces (completed July 2008)

SAT CIP • Terminal B initiated in June 2008: – Project Value: $108. 3 million – Eight-gate concourse to open November 2010 – Current Status – approximately 85% complete – Terminal 1 to be renamed Terminal A – Terminal B replaces 8 -gate Terminal 2, which is scheduled to be demolished in 2011

SAT CIP • Consolidated Baggage Handling System (BHS) – Project Value: $29. 8 million – The BHS is a behind-thescenes structure to house TSA baggage screening equipment – Initiated June 2009, the BHS is due to be completed November 2010

SAT CIP • Consolidated BHS – About 85% finished – TSA Reimbursable grant not to exceed $14. 4 million offered as part of ARRA – Customer Benefits: • Eliminates TSA equipment in terminal lobbies, which provides improved circulation • Passengers check bags at curb fronts or tickets counter and proceed to TSA screening area

SAT CIP • New Central Utility Plant – Project Value: $13. 1 million – Project “complete and operational” • Two-level terminal roadway expansion – Project Value: $44. 4 million – Project “complete and operational” – Currently serves Terminal A and will service Terminal B when it opens, as well as the future Terminal C – Will double vehicle capacity with separated lanes allowing passenger drop off on the upper level and pick up on the lower level

SAT CIP • Ongoing airfield and aircraft apron improvements to be completed by 2012 • Runway 3/21 (parallels Wetmore Rd. ) to be extended to a total length of 8, 500 feet – Project Value: $33 million – partially funded through FAA Grants – Greater aircraft weight capacity and range and will be an alternate to SAT’s primary Runway 12 R/30 L

SAT Master Plan • • Process started May 2009 Due to be completed by year end 2010 The FAA to approve in 2011 Provide projections for passenger growth and aircraft operations in a 20 -year planning horizon to assist City in adding terminal gates and expanding airfield facilities

Master Plan & Target Industry Study • Completed in 2002 • Called for a runway extension • Additional office, retail and terminal space • Additional Hangars

Administrative, FBO, Concession Space • Master Plan identified need for additional administrative space • Previous Administration building was inadequate. • Space: 7000 square feet of total area on 4 levels. • Amenity: Low quality finishes and undersized facility. • ADA/Accessibility: No elevator, inaccessible rest rooms, etc. • Contemporary needs of the Airport and facilitating future growth. • Approximately 24, 000 square feet of additional office, administrative, educational, concession and retail space.

Preserving History • Many of the hangars at Stinson were built prior to 1943 and are considered “historic” structures • In order to expand business development and preserve our rich history, the Aviation Department take great pride in the maintenance and renovation of our historic buildings.

Stinson’s Next Steps • Update Master Plan • Plan to maximize 66 acres and other airfield property • Continue to seek new tenant base and help current tenants expand • Continue to create a viable, growing and attractive business climate for General Aviation in the San Antonio Region
