 • Economic development became an important focus for community leaders in Rock Hill

• Economic development became an important focus for community leaders in Rock Hill in the early 1980’s. • Following years of gradual decline, the local textile industry collapsed in the late 1970’s and early 1980’s. • In 1965 there were 12 textile mills operating in the area. By 2000 there were none. • Unemployment rates peaked at over 16% in 1982 and the future of the community appeared grim.

RHEDC • In 1983, RHEDC was established through a joint initiative of the Rock

RHEDC • In 1983, RHEDC was established through a joint initiative of the Rock Hill Area Chamber of Commerce and the City of Rock Hill. The corporation was created to assist new business investment in an effort to address Rock Hill's declining textile-based economy.

RHEDC • Chartered in by the State of South Carolina as a private, nonprofit

RHEDC • Chartered in by the State of South Carolina as a private, nonprofit corporation. • Goals of the organization were: – To provide low-cost financing to new or expanding businesses – To assemble comprehensive private-public loan packages – To assist in the development and marketing of industrial sites – To cooperate with the City of Rock Hill and other local agencies in various economic development activities.

RHEDC • A revolving Economic Development Loan Fund was established and capitalized with $270,

RHEDC • A revolving Economic Development Loan Fund was established and capitalized with $270, 000 in community development money from the City of Rock Hill. • Specific development goals were established for that first year: – New jobs goal set at 75 (450 new jobs were realized) – A goal of attracting $2. 1 million in private investment money was also surpassed. The actual amount of private investment was $14. 5 million.

RHEDC • Evolution of Business Park Approach – The typical model was for RHEDC to assemble land, develop plans and coordinate marketing activities – Tax Increment Financing was key – The City provided roads, utilities and other infrastructure improvements. – The innovative spirit of bold community leaders who have supported the efforts and projects of RHEDC has resulted in the creation of more than 6, 000 new jobs for Rock Hill citizens.

Park – 1988 – Assembled land for 175 acre, light industrial and office park – Partnered with the City of Rock Hill to develop and market the park. • Southway Industrial Park – 1988 – Marketing and management of 250 acre, heavy industrial park
