The Committee claims to need the money because of budget troubles. I just want to be clear that I don't believe them for a minute. This is nothing but a greedy move by the Committee. Their budget problems are their own fault. If they eliminated wasteful spending, then they wouldn't need to raise the tolls. The tone of this passage can be best described as A. disdainful.
