Basis for Decision to Begin Decommissioning • Reduce customer costs – Lower fuel storage

Basis for Decision to Begin Decommissioning • Reduce customer costs – Lower fuel storage costs – Known LLRW burial costs • Reduce an uncertain customer liability • Decommissioning can be accomplished safely using proven technologies • Availability of skilled workforce knowledgeable of SONGS Unit 1 • Adequacy of Decommissioning Trust Fund ISOE-Europe 3/25/04 5

Project Priorities • Protection of the spent fuel throughout the decommissioning period until DOE

Project Priorities • Protection of the spent fuel throughout the decommissioning period until DOE acceptance • Industrial health and safety • Disposal of radioactive and hazardous waste to the highest standards practical to ensure long term public health and safety • Insure compliance (and the public perception of compliance) with all state and federal requirements • Perform work in a reasonable and prudent manner ISOE-Europe 3/25/04 6

1. We know what to do with the Class A and Class B/C waste.

1. We know what to do with the Class A and Class B/C waste. None of the waste is unique to decommissioning. 2. We know how to handle GTCC and Spent Fuel, and what to do with large components. 3. The new issue is dispositioning the very large volume of potentially clean material. 4. High cost of surveying, decontaminating materials 5. No standards for the clearance of potentially contaminated volumetric materials 6. Routine ALARA programs are adequate for decommissioning, with minor modifications ISOE-Europe 3/25/04 26
