Lender Participation Overview Lender must get approved through the Master Servicer Standard Mortgage Corporation. Once approved, Louisiana Housing Corporation will issue the Mortgage Origination Agreements. There are separate agreements for the two programs. The lender must submit the executed and notarized MOA to LHC prior to participation in the programs. Finally, the lenders must go through this training course. Only after all steps have been completed will the lender be activated under the appropriate program(s). 4

Rate Publishing Overview Published Interest Rates will be posted daily to the Louisiana Housing Corporation’s website at www. lhc. la. gov and a Term Sheet will be emailed out at 9: 00 am. Reservations can only be made between the hours of 9: 00 am – 6: 00 pm daily. After the rate is posted at 9: 00 am, there is a possibility the rate may change. Always confirm current rate prior to locking rate. 5

Program Deadline Requirements All program deadlines must be followed to avoid termination of the

Exhibit C - Lender Certification must be received within 15 days for Market Rate GNMA Program or 20 days for LHC Preferred Conventional Program from the reservation date. Closed loan files must be delivered to SMC within 45 days of the reservation date. If the closed loan cannot be delivered to SMC within 45 days, the loan will be cancelled unless the lender completes and submits the Program’s Exhibit D - Extension Request Form to LHC and SMC prior to the expiration of the loan reservation. 6

Program Deadline Requirements If the 30 day extension is requested, the loan must be delivered to SMC within 75 days of the reservation date. Failure to deliver will result in termination of the reservation and the loss of the $375 extension fee. The loan must be purchased by SMC within a 70 day period of the reservation date or within a 100 day period of the reservation date with the 30 day extension. Failure to clear “Funding Conditions” will result in loans being returned to the lender. 7

Loan Cancellations • Should the lender cancel a reservation and later request reinstatement of

Loan Cancellations • Should the lender cancel a reservation and later request reinstatement of the reservation within the original 45 day period, the higher of the original market rate or current market rate will prevail. • If the lender cancels a reservation and later reserves the same borrower with a different property address, a new loan number will be issued at the current market rate. • It is important for the lenders to cancel the loan with LHC as soon as you determine the loan will not close. LHC will report to SMC all cancelled loans and SMC will cancel the loan in their system. • Cancellations can occur if lenders fail certain program requirements. For example, not completing lender certification within 15 days of registration, or not clearing “Funding Conditions” in a timely manner. 8

It must be exported from your system in the Fannie Mae File Format (. FNM file extension). Select your file and click [Open]. Afterwards, go through the tabs & double check to ensure all items are completed. 27

To request an User ID and password, please email the following information to singlefamily@lhc. la. gov. • Name • Position • Company Name • Physical Address • Phone Number • Fax Number • Email Address • Chums # (if underwriter) When entering the address, phone and fax numbers, please enter your actual location, not the home office. Once you are set up in the system, you will receive an email from Sonja Andrews (ssmith@lhc. la. gov) or Cody Henderson (chenderson@lhc. la. gov) with your user ID and password in it. Once you receive this email, you will be able to log into the system and complete your reservation request. 38

Louisiana Housing Corporation Program Reservation Guide Attachment 2 ATTACHMENT 2 – Caching a new reservation. I. This feature allows you to save a reservation in progress. Each reservation has a time limit of 30 minutes to complete. In the event that you must leave the computer, you can use this Save Cache function. Just click on [Save Loan Info]. This will save your current reservation, as is, on the current machine that you are using. This will NOT SUBMIT the reservation information to LHC. We will have no record of the request. FYI – Do not hit this button after every section. Only click it if you want to step away. Once the system has saved the loan, you will receive this message. 39

You will see the saved loan on the screen and then you want to click on the loan to highlight. Once you do that, the button at the top [Create Loan] will highlight. Click on the [Create Loan] button to proceed. Next, the system will ask you to reselect the program. This is done the same way as a new reservation. Select the program you wish to place the borrower in and click on [New Loan]. When the detail screen appears, the saved information will be restored. Then just pick up where the loan was stopped and complete the reservation as normal. 41

Louisiana Housing Corporation Program Reservation Guide Attachment 3 ATTACHMENT 3 – Uploading Attachments. Lenders have the ability to upload the loan documents to the system for submission. No longer will the lender have to mail or email the documents to LHC. Log in and use the Attachment Function. I. From the [Main Menu], click on [Edit/Update Loan]. II. Search for the loan that you wish to add the attachment. 42

LHC will also load documents into this section that are sent to us by email so they can be retrieved. We will load the Exhibit B – Reservation Request (if used), the Exhibit C – Lender Certification, and the Exhibit D – Extension Request (if used). Name the document in the [Description] area and select the file using the [Browse…] button. After the document to upload is selected, click on the [Upload] button to send the file to LHC. Once the upload is complete, you will see it in the bottom section under [Documents]. You can come back at anytime and retrieve any submitted document. By clicking the [Download] link next to the document that is needed, you can retrieve the document. 43
