Atmospheric depression (air rising) – 1. a depression passing over a sea means there

Atmospheric depression (air rising) – 1. a depression passing over a sea means there is low pressure in the area. 2. This allows the water level to rise (directly beneath the depression) whilst the surrounding waters remain at ‘normal’ level. 3. This forms a bulge in the sea which will travel with the depression as it moves (in this case, southwards via the North Sea).

Other factors: High winds – ‘whip’ up the waves causing them to be bigger
