IQCS is an interagency information system (tool) that tracks responder incident qualifications for the

IQCS is an interagency information system (tool) that tracks responder incident qualifications for the federal partners of the National Wildfire Coordinating Group (NWCG), the Department of Interior (DOI) Bureaus and the United States Air Force (USFS). Implemented in 2004. Migrated data from DOI Shared Applications Computer System (SACS) used by four DOI Bureaus and 195+ separate Forest Service databases. Built for the creation and delivery of the Incident Qualification Card. DOI joined with all-hazard positions in 2011. USAF joined IQCS in November 2016.

Soft platform and is managed by the Bureau of Land Management (BLM) by staff at the National Interagency Fire Center (NIFC) in Boise, ID. Maintained as a 24/7 NIFC mission critical system. Active agency oversight via the IQCS Change Management Board (CMB) who direct the business scope of the application. The CMB is the primary source of direction to the system managers.

ROSS Clearinghouse Coordinates basic responder information and System of Record (SOR) history between IQCS,

ROSS Clearinghouse Coordinates basic responder information and System of Record (SOR) history between IQCS, IQS and ROSS. The CH ensures that each record is unique, based on three required data elements: Name, Unit ID, Dispatch Unit ID. A responder IQCS record must have a CH ID to send messages to ROSS. Only the current SOR can update a responder record in ROSS. If IQCS or IQS is no longer the SOR for a record, it becomes a ROSS CH resource until picked up up again by a qualification system. ROSS IQCS Clearing House IQCS sends six (6) message types to ROSS. For every message sent ROSS returns a response message.

IRWIN is tasked with providing data exchange capabilities between existing applications used to manage data related to wildland fire incidents. Interface with IQCS in phases: Read (pull) incident header data – Completed April 2017 IQCS reads (pulls) nine incident header fields to populate the incident table. In 2017, there were 35, 636 incidents entered in IQCS. 27, 820 IRWIN imported, 7, 815 user entered. Write (send/write) Responder – Planned 2019 -2020 Read (pull) responder experience - planned 2019 -2020

Focus on Best Practices Name Changes Make sure you have established a connection to ROSS before making any name changes Once you have confirmed, via the Review ROSS Response Messages: On the Update Personal Information page use the + button to add a new row with updated name information Resend quals to ROSS, this will also send the name change through the system Transfer process (IQCS) https: //iqcsweb. nwcg. gov/ross-and-iqcs-transfer ROSS transferred resource item – ROSS will reject all IQCS messages if the transfer has not been completed in ROSS will not accept responder position status change while the responder is assigned in that position.

Terminology Organization Codes A code used within IQCS to uniquely identify a particular organizational unit in order to manage responders and user access. Org Codes are linked to a Set ID, Unit ID, Admin Location, and Duty Location Unit ID These are the codes used to uniquely identify the organizational units within the federal and state government that are involved in wildland fire management. Required to send to ROSS Admin Location Physical address of where the responder administrative records are maintained. May be different from Duty Location Physical address of where the responder is assigned. May be different from Admin Location.
