SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 Overview The GEO Secretariat released Revision 2. 1 of the GEO Work Plan for GEO Principal review and official comment. This revision incorporates comments that were submitted in July 2013. The following slides address: • CEOS changes that WERE NOT accepted by the GEO Secretariat; • Proposed changes that are relevant to CEOS and require our further review to ensure they are in line with CEOS commitments; and • Proposed changes that were received from CEOS entities AFTER the July 2013 deadline. 2

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #1 IN-01: Earth Observing Systems GEO did indeed reflect all the CEOS recommended edits to C 1 and C 2 but further modified the Priority Actions for C 1. CEOS ACTION: Need to review the revised Priority Actions for C 1 and ensure they are in line with CEOS contributions. Recommendation to include a direct CEOS contribution in the “Resources Available for Implementation (Tentative) section which would state “Coordination of spacebased observing systems by CEOS. ” CEOS ACTION: Concur with this proposed addition which is consistent with other Tasks where CEOS is listed as a Lead of a Component (anytime CEOS is contributing to the leadership of a Component, a reference is made specifically about a CEOS resource that is available). 3

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #2 ID-02: Developing Institutional and Individual Capacity The two Components of this Task were merged into one Component to reflect the overlap of the two Components. CEOS concurs with this merging of the two Components into one (conferred and confirmed with WGCap. D). CL-01: Climate Information for Adaptation Recommendation to include a direct CEOS contribution in the “Resources Available for Implementation (Tentative) section which would state “CEOS Space Agencies’ missions and related data acquisition. " CEOS ACTION: Concur with this proposed addition which is consistent with other Tasks where CEOS is listed as a Lead of a Component (anytime CEOS is contributing to the leadership of a Component, a reference is made specifically about a CEOS resource that is available). 4

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #3 SB-01: Oceans and Society Blue Planet C 1: EC-JRC is currently identified as a C 1 Lead representing CEOS. EC-JRC has indicated to CEOS that they wish to be listed as a separate Lead for the Task so the CEOS lead for this Component is now NOAA – “CEOS (NOAA). ” GEO Secretariat did not amend the Component Leads to reflect this change so it will be submitted again to Revision 2. 1. C 2: ESA was identified as a C 2 Lead representing CEOS. Due to other commitments, ESA requested to be removed as the C 2 Lead representing CEOS. The GEO Secretariat changed the CEOS leadership per our request to just list CEOS with no agency in parentheses, however it has now been confirmed that Paul Di. Giacomo of NOAA will take the CEOS lead for this Component so we will request that the CEOS lead for this Component be “CEOS (NOAA). ” 5

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #3 SB-01: Oceans and Society Blue Planet con’t Recommendation to include a direct CEOS contribution in the “Resources Available for Implementation (Tentative) section which would state “CEOS Virtual Constellations (Ocean Surface Topography, Ocean Color Radiometry, Ocean Surface Vector Wind, Sea Surface Temperature)“ CEOS ACTION: Concur with this proposed addition which is consistent with other Tasks where CEOS is listed as a Lead of a Component (anytime CEOS is contributing to the leadership of a Component, a reference is made specifically about a CEOS resource that is available). There is a proposal underfoot by the SB-01 Task Leads to restructure the Task and to have five new Components: C 1 – Sustained Ocean Observations (where the CEOS Virtual Constellations will now be a Priority Action); C 2 – Developing Capacity and Societal Awareness; C 3 – Sustained Ecosystems and Food Security; C 4 – Ocean Forecasting; and C 5 – Services for the Coastal Zone. This proposed Task revision has not been included in Revision 2. 1 of the GEO WP but is included as information. 6

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #4 SB-03: Global Forest Observation CEOS understood that this Task was to be reconstructed and renamed “Global Forest Observation Initiative (GFOI)”, and would consist of the four pillars of GFOI as the Components, as was reported at the June 2013 GEO Work Plan Symposium: (1) Facilitation of satellite data supply; (2) Capacity building in forest countries; (3) Developing methods and guidance; and (4) Research and development. However, it appears that the updates to the Task have not occurred in the Revision 2. 1 of the GEO Work Plan. CEOS ACTION: The CEOS GFOI community needs to review the Task and Components and ensure that what is still listed accurately reflects CEOS contributions to the Task. 7

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #5 DI-01: Informing Disaster Risk Management and Disaster Reduction C 1: The Leads have been updated and need to be reviewed to ensure consistency with Agency contributions. It is understood that NASA, USGS, and ESA have contributions separate from those being made under the CEOS umbrella (e. g. , SERVIR and GMES Emergency Management Services, respectively) so those Agencies are listed separately under Member country contributions. CEOS ACTION: CEOS Disasters community needs to review the Leads as updated and ensure that what is listed accurately reflects CEOS Agency contributions to the Task. “Priority Actions” to be modified (3 rd bullet). Please replace “centralized” with “virtual” so the bullet now reads “Make information related to environmental risk and vulnerability easily accessible to a wide range of decision-makers through a virtual platform. ” This change is being requested because it is very unlikely that all Space Agencies and their information systems for disasters will be held (or even accessed) in an actual centralized system. GEO Secretariat did not make the change from “centralized” to “virtual” as requested the change will be submitted again to Revision 2. 1. 8

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #5 DI-01: Informing Disaster Risk Management and Disaster Reduction con’t C 2: CEOS requested that CEOS (CSA, NASA) be removed as a Lead but the GEO Secretariat did not include this change. CEOS will still contribute to the Supersites Component but will not have a leadership role in that Component. Additionally, the Leads have been updated and need to be reviewed to ensure consistency with Agency contributions. GEO Secretariat did not amend the Component Leads to reflect this change so it will be submitted again to Revision 2. 1. CEOS ACTION: CEOS Disasters community needs to review the Leads as updated and ensure that what is listed accurately reflects CEOS Agency contributions to the Task. C 3: Remove Canada (CSA) as one of the Leads GEO Secretariat did not amend the Component Leads to reflect this change so it will be submitted again to Revision 2. 1. 9

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #5 DI-01: Informing Disaster Risk Management and Disaster Reduction con’t C 5: CEOS requested that a new Component -C 4: Foster utilization of EO remote sensing data for all phases of Disaster Risk Management – be added to the GEO Work Plan. It was added and is now actually C 5. The Leads of the Component are incorrect in the Revision 2. 1 of the Work Plan and need to be modified to reflect current CEOS Agency contributions. The Leads should be listed as: “CEOS (ESA, ivan. petiteville@esa. int), EC (European Plate Observing System), France (Institut Physique du Globe de Paris), Italy (CIMA, IPG, INGV, EUCENTRE), Netherlands (Deltares), United Kingdom (British Geological Survey, U. of Bristol), United States (Hydrologic Research Center, GSNL, U. of Colorado, U. of Maryland)” CEOS ACTION: CEOS Disasters community needs to review the Leads as updated and ensure that what is listed accurately reflects CEOS Agency contributions to the Task. 10

SIT Technical Workshop Pasadena, California, USA Sept 11 -12, 2013 CEOS Review #5 DI-01: Informing Disaster Risk Management and Disaster Reduction con’t C 5: The Priority Actions for the Task have also been modified slightly by the GEO Secretariat. Instead of including the CEOS proposed wording “Will be implemented in connection with all other DI-01 Components: e. g. , the Flood Pilot will fully rely on the Flood Monitoring over the Caribbean and Namibia (executed in DI-01 -C 3) and one of the main Seismic Pilot activities is the Geohazard Supersites and Natural Laboratories (executed in DI-01 -C 2), ” the GEO Secretariat instead stated “Synergies will be made with other DI-01 activities. ” CEOS should concur with this change – no action. CEOS’s requested changes to the “To Be Implemented in Connection with” section were also modified slightly by the GEO Secretariat. CEOS should concur with this change – no action. CEOS’s requested additions to the “Resources Available for Implementation (tentative)” section were not included. CEOS should concur with this change – no action. 11
