AFFECTED BUSINESSES § § Large Commercial Refrigeration Systems and generally applies to: § Supermarkets/Grocery stores § Cold-storage warehouses § Distribution facilities § Ice rinks § Oil/Gas production § Manufacturing Bars, restaurants, gas stations are generally NOT affected by this rule 10
RMP Overview Key Requirements • As of January 1, 2011, all RMP facilities must: • • Conduct periodic leak inspections Repair leaks within 14 days of detection Keep records of service and refrigerant transactions Follow required service practices • Distributors, wholesalers, reclaimers must keep records or refrigerant transactions • Proper refrigerant sale, use and disposal • Facilities annually register, report, and submit fees to ARB • Phased in beginning 2012 11
RMP Overview Phase-In Schedule - Periodic leak inspections or ALD In effect for all systems > - Prompt leak repairs 50 lb. charge - On-site recordkeeping - Required service practices Due Annually By March 1 - Large and Medium facilities (≥ 200 lbs. ) report and pay fee - Distributors, wholesalers, reclaimers report March 1, 2016 - Small facilities (50 to 200 lbs. ) register 12
RMP Overview Leak Detection Methods § Manual § calibrated refrigerant leak detection device § bubble test § observation of oil residue § Compliance Tools § Leak inspection how-to FAQ § Video 13
RMP OVERVIEW Frequency of Required Leak Inspections • Large Systems – Interior equipment – MUST have an automatic leak detection system – Exterior equipment – every 3 months leak inspection • Medium Systems – Every 3 months leak inspection for all equipment (4 times per year) • Small Systems – Annual leak inspection for all equipment 14
RMP Overview Repair leaks within 14 days of detection • A refrigerant leak must be repaired by a certified technician within 14 days of its detection • USEPA License, CSLB C 38 License • Verification Tests • Initial – conducted upon completion of leak repairs • Follow-up –when the system is operating at normal operating characteristics and conditions. 15
RMP Overview Repair leaks within 14 days of detection § Leak inspection required before adding refrigerant § Keep a detailed record of all repairs § Dates when leak is found, repaired § If equipment was isolated or evacuated § If there is a delay between leak discovery and repair 16
SBEAP OUTREACH § Compliance Assistance § Education & Outreach § Alternative refrigerants awareness § GWP comparison 17
SMALL BIZ NEEDS § One-on-one compliance assistance field visits § Numerous live- and recorded-webcasts and tools § Common small business issues: § Difficulties populating R 3 database § Lack of knowledge about equipment § Service providers often need additional education; can be a terrific source of information for small business § #1 issue: How to determine equipment charge § Pop-down menu choices can be confusing to a novice § Unfamiliar with Industry equipment terminology 18
Leak Inspections: Save Money! 19
Alternatives Outreach 20
l EPA’s Green. Chill Partnership works to help food retailers: Transition to environmentally friendlier refrigerants; Lower refrigerant charge sizes and eliminate leaks; and Adopt green refrigeration technologies and best environmental practices. § Provides recognition to grocery stores with low leak rates § Outstanding resources & outreach via monthly webcasts featuring businesses sharing best practices on: § Alternative refrigerants § Leak reduction § Refrigeration retrofits and replacement equipment 21
Future of CA Refrigerant Regulations § Amending to the Current Regulation § Proposed Short-Lived Climate Pollutant Reduction Strategy § Released April 2016 § http: //www. arb. ca. gov/cc/shortlived/ shortlived. htm 22
Future Amendments § U. S. EPA Rule 608 being amended § ARB RMP being amended; considering: § § § Clean-up, clarifications, removal of outdated sections Technicians provide added records to facilities Technicians retain records Small facilities file Annual Report Address chronically leaking systems 23
Proposed Incentives/Grants Financial Incentives for low-GWP Refrigeration § $20 M proposed for next year (not finalized) § Help facilities afford new systems or retrofits § Focus on small business and disadvantaged communities § Training as part of individual projects 24
PROPOSED SHORT-LIVED CLIMATE POLLUTANT REDUCTION STRATEGY • • • 2014: SB 605 – Develop plan to reduce short-lived climate pollutants (HFCs, methane, black carbon [soot]) Four HFC Reduction Measures Proposed: 25
Proposed Plan to Reduce HFCs 1. Sales Ban on Refrigerants with GWP 2500 or greater, (reclaimed or recycled is exempt), begins January 1, 2020 2. HFC Phasedown in CA (if no global agreement), begin 2019, reduce to 15% baseline by 2030 3. Incentive program to install new low-GWP refrigeration in retail food, or retrofit existing R-22, R-404 A, or R-507 systems 26
Proposed Plan Continued 4): Prohibitions on high-GWP refrigerants for new equipment only: • Stationary refrigeration: no refrigerant w/ GWP 150 or greater* (Jan 1, 2020) • Stationary AC: no refrigerant w/ GWP 750 or greater (Jan 1, 2021) • Residential refrigerators: no refrigerant w/ GWP 150 or greater (Jan 1, 2021) * Possible exceptions, to be determined 27
