OPES: Policy OPES is the state’s administrator evaluation model. It applies to principals, assistant principals, and curriculum and instructional specialists. 10/8/2018 OPES 1819 2
OPES: Policy CMSD will use OPES for 18 -19. CMSD policy and procedures are governed by ORC 3311. 84 and ORC 3119. 02 10/8/2018 OPES 1819 3
OPES: Policy Each administrator will be evaluated annually. There is no carryover Accomplished year for administrators like there is for teachers. Administrators do not have a default rating policy like teachers. 10/8/2018 OPES 1819 4
OPES: Policy Principals, Assistant Principals, and Curriculum and Instructional Specialists will all use OPES. Deans of Engagement will use their own rubric, also in the TDES portal. This is not OPES – it is a rubric related to their specific job duties. 10/8/2018 OPES 1819 5

OPES Standard 1 OPES 1. 1 Principals facilitate the articulation and realization of a shared vision of continuous improvement. OPES: Growth Plan Each administrator must create a growth plan in the portal. Growth plans will be reviewed by the administrator’s evaluator (either Principal or Network Leader). 10/8/2018 OPES 1819 15
OPES: Growth Plan Administrators should log in and click on their evaluation to access the growth plan. The growth plan is inside their plan. This is different from the teacher plan. 10/8/2018 OPES 1819 16
OPES: Growth Plan Administrators should set a minimum of two goals. One should be based on student performance and the other should be based on the OPES rubric. 10/8/2018 OPES 1819 17
OPES: Growth Plan The growth plans should be revisited for progress at the mid-year and summative reviews. These are the goals for an individual administrator, not a duplicate of the school’s AAP goals. 10/8/2018 OPES 1819 18
OPES: Improvement Plan Administrators will begin the 2018 -2019 school year on an improvement plan if at least one of the following statements is true: Administrator received an overall ineffective rating Administrator received an ineffective rating on any of the standards or indicators of the OPES system 10/8/2018 OPES 1819 19
OPES: TDES Portal The administrator evaluation in the TDES portal is more flexible than the teacher plan. Evaluators and administrators can add notes for performance throughout the year at any time and tag them according to the OPES rubric, creating a record than can be reviewed at the end of the year. 10/8/2018 OPES 1819 20
OPES: TDES Portal The system will accommodate notes, walkthroughs, a FAO, a mid-year and a summative review. The mid-year and summative are required for all administrators whose contract expires in June, 2019. Other administrators are required to have a summative. 10/11/2018 OPES 1819 21
