Activities of State Procurement Cell : üGovt. of Odisha launched e-Procurement system from Mar 2008. üSinception , no. of tenders published in e-Procurement portal is 2, 53, 988 nos. and value of tenders thereof being Rs. 1, 93, 302 Cr. üOn line receipt of tender paper cost and EMD implemented from 05/12/2017. üMo. U was signed with SBI, ICICI & HDFC Bank on 08 -Dec-2017 for facilitating Electronic receipt, accounting & reporting of cost of Tender paper & EMD. üPayment Gateway of ICICI Bank Procurement portal by NIC. has been integrated in e-

Activities of State Procurement Cell : üOffice Memorandum for online payment Issued vide Works Dept. OM no. 17254 on 05 -Dec-17. üAfter implementation of online payment system till end of Dec 2018, Rs. 108. 21 Cr. have been collected as Tender paper cost. üSimilarly more than Rs. 938 Cr. have been collected towards EMD and in the mean time more than Rs. 615 Cr. have been refunded to bidders account. üHighest Tender Paper cost collected in one day – Rs. 1. 27 Cr. üHighest Tender Paper cost collected in one month – Rs. 14. 26 Cr.

Activities of State Procurement Cell : üWorks department has taken up Development of CDMS software for online New License /Renewal/Change in Class and online evaluation of tenders. üThe CDMS software Phase -I for online New License / Renewal/Change in Class have already been made live. üSo far 21, 968 contractors have registered in CDMS portal out of which 13, 577 nos. have been validated.

Way Ahead: q. For effective implementation of e-Procurement in real sense, Odisha Govt. have started development of Contractor Data base Management System (CDMS). q In the 1 st phase of CDMS online registration of Contractors in CDMS portal have been made live. All contractors (existing and new) are being given an unique 8 digit code which will remain valid irrespective of change in class of the contractor. q In the 2 nd phase for online technical evaluation of tenders the CDMS portal is required to be integrated with NIC e-Procurement portal and Works and Accounts Management Information System(WAMIS). q. WAMIS is already under implementation in Govt. of Odisha Works by all major Executing agencies.

Way Ahead: q. Integration of CDMS Portal with WAMIS is in advance stage of completion. q Once the integration with e-Procurement portal and WAMIS is completed evaluation of tenders can be done very quickly and in a more transparent manner. q. Integration of CDMS Portal with e-Procurement portal & q. Payment Gateway of SBI & HDFC need to be taken up by NIC.
