Delivering on mission priorities • EFCOG is now 112 companies strong • More than ever, we are demonstrating the value of our partnership with DOE/NNSA • EFCOG made a shift over the last year – we wanted to take a more strategic approach • We made sure our 2020 priorities were aligned with DOE/NNSA leadership • We’ve made tangible progress on each of our priorities, making an impact on the complex that’s visible to DOE/NNSA leadership • The COVID-19 pandemic has enabled EFCOG and DOE/NNSA to strengthen our partnership www. efcog. org

EFCOG’s working groups • EFCOG’s priorities are underpinned by the reach and subject matter expertise of our six working groups: o Project Delivery o Safety o Waste Management o Safeguards and Security o Training o Cybersecurity • Cybersecurity is an important new addition this year—already we’re seeing the benefits of this collaboration with DOE CIO www. efcog. org

Human Capital • EFCOG has formed a board-level task team to work with DOE/NNSA

Human Capital • EFCOG has formed a board-level task team to work with DOE/NNSA on human capital development • The group is putting a particular focus on craft and construction labor • The initial work product includes a report for NNSA submitted in November 2019 on existing programs at each site and potential opportunities with additional federal funding • Discussion and collaboration with NNSA, DOE and Energy Communities Alliance continue www. efcog. org

Supply Chain • EFCOG has formed a board-level task team to address supply chain

Supply Chain • EFCOG has formed a board-level task team to address supply chain issues across the complex, including vendor quality and supply chain assurance • Recently, the group has been focused on supporting EM and S-4 in responding to data calls related to China’s place in DOE’s supply chain • Long-term the group will be an important focal point for our partnership with EM/NNSA www. efcog. org

Risk Communication • An EFCOG task team worked with EM and the Energy Communities

Risk Communication • An EFCOG task team worked with EM and the Energy Communities Alliance to make recommendations on best practices for risk communication and stakeholder relations • Request came from EM-1 • White paper and recommendations were submitted in November 2019 and finalized based on EM/NNSA feedback in January 2020 • Distributed to all EFCOG members in March www. efcog. org

Data Quality/Performance Assurance • A task team examined what lessons could be learned in

Data Quality/Performance Assurance • A task team examined what lessons could be learned in the wake of related incidents at Y-12 and Portsmouth • The team re-examined current best practices to develop revised approaches that uncover reliance on flawed or outdated calculations or data and targeted assurance approaches to ensure procedures are being followed in every case • In March, the team briefed EM leadership and all field office managers on findings/recommendations • This team has completed its task and is no longer active www. efcog. org

COVID-19 Response • EFCOG has been exceptionally active during this time as our leadership

COVID-19 Response • EFCOG has been exceptionally active during this time as our leadership has been working in partnership with DOE and NNSA • We have been pleased with DOE and NNSA’s leadership and willingness to engage in a proactive and productive manner • We’ve focused on several key actions: o Return to Work Protocol document o Acquisition schedule and contract language feedback o Supply chain data calls o Identifying additional projects that could be undertaken should the United States again look to DOE as an engine for economic recovery www. efcog. org

Return to Work Protocol • EFCOG’s guide and checklists were pulled together by a task team of operations leads at LANL, Y-12, and NNSS • Input was received from commercial nuclear industry (NEI), parent company work in adjacent agencies (Do. D), the Working Groups, and the EFCOG Board • Clear focus on protecting workers while achieving maximum mission • Protocol can be tailored to each region, mission, and specific site conditions • Reviewed with DOE/NNSA leadership, including NA-1, S-4 and EM 1. NNSA used the EFCOG document to formulate guidance to its projects/labs • Collaboration is continuing with formal input on lessons learned to DOE/NNSA www. efcog. org

Return to Work Protocol Document based on five key principles: • Return to full operations is a phased process o Plans identify organization areas, personnel and sequence • Govt. guidelines & area conditions prioritize who and work performed o Communication with local officials; CDC risk factors applied • Govt. guidelines drive protective measures o Exceptions to COVID-19 guidelines require risk mitigations • Triggers used for protective compensatory measures o Mission essential, non-compatible activities, and critical skill considerations • Training and fitness for duty checks implemented o Communications and training on protocols to minimize employee risks, self-monitoring, and self-reporting expectations www. efcog. org
