Top Level Major Accomplishments from FY 18 l Continued to expand DOE reciprocity program l l Established solid relationship with Labor Training Working Group l l l 20 providers, 60+ courses available Info sharing & collaboration Collaboration with other EFCOG working groups on Training analysis & development DTI transition to NTC 3
Status of Regulatory Reform Initiatives from FY 18 l Identify training requirements which add little/no value l l l Rewrite DOE-STD-1070 -94 to be outcomes based l l Remove requirement for DOE to approve TIM/PDD Reconsider periodicity of training and give more credit to demonstration of proficiency Allow training on overtime for FAR contracts Reduce 426. 2 training and qualification program requirements for Haz. Cat 2/3 non-reactor & cleanup facilities HAZWOPR change from time-based to content-based Consolidate with TAP & NRC evaluation standards Work with DOE on legacy training standards to update and republish 4
FY 2019 Upcoming Focus Areas and Planned Achievements l Focus Area: Course Efficiency l l Course Reciprocity. Goal: 10 course certifications Standardized Courses. Goal: 5 new courses CARDS database expansion. Goal: 25 course uploads Benefits: Reduces redundant training, cuts costs, improves quality and mobility and design time 5
FY 2019 Upcoming Focus Areas and Planned Achievements l Focus Area: Process Efficiency l Update DOE-STD-1070 -94, Criteria for Evaluation of Nuclear Facilites Training Programs l l l Move to outcomes-based approach Provides foundation for revising DOE Training Guides to Good Practices Support development & implementation of complex-wide Learning Management System capability l Direct data exchange between sites, more cost effective for smaller sites 6
FY 2019 Upcoming Focus Areas and Planned Achievements l Focus Area: Collaboration l Implement peer-review DOE-STD-1070 -94 assessments through site visits l l l Explore integrating with TAP Facilitate and capture peer-to-peer value-added exchanges Annual workshop in a central location to showcase best practices & capabilities 7
Identification of Potential Strategic Initiatives for WG l FAR relief for overtime training Universal evaluation standard and assist-visit process DOE-wide sharing employee data & content across LMS Explore pros/cons of a standard procedure set l Need standard set of interpretations l l If taking an exception to the order, local field office approves – but not consistent across complex 8
Issues l Timing of EFCOG leadership meetings l Recommend holding mid-year & annual meeting only 6 months apart rather than 3 9
