SWAYAM - free online education for all Objectives Implementation Regulation (swayam. gov. in) • Anyone, anywhere, anytime learning • Learning at no cost • Equity in access to quality education • Launched on 9 th July 2017 • 9 National Coordinators –(NPTEL/UGC/CEC/IIMB/ IGNOU/NCERT/NIOS/AICTE/NITTTR) • UGC: Credit transfer Framework through SWAYAM • Guidelines for quality maintenance in courses June 2017 • Under Career Advancement Scheme (CAS) of UGC, Creation of MOOCs or training through MOOCs is one of the eligibility criteria for promotion

SWAYAM : 1. Approve the courses on offer : Action Plan 17 - by-17 • 80 Universities have approved credit transfer of SWAYAM courses • 26 Technical Institutions have approved SWAYAM NPTEL courses • More Universities are requested to approve the Courses for credit transfer in their Senate/Academic Councils 2. Publicize the courses : • TVCs , Radio Jingles , Posters, Social Media campaign by UGC, AICTE and NPTEL • UGC - printing and dispatch of these poster to all University • 30 seconds radio spots in the 10 regional languages plus Hindi is broadcasted in 268 FM Channels across PAN India Universities are requested • to place the posters at prominent places on the campus • to provide the above Posters & TVCs link in their websites • to actively publicize the new initiatives like SWAYAM on Social Media to maximize the reach among students • Course Coordinator to publicise his course in Social Media • @SWAYAMMHRD - swayammoocs

Prepare new courses : • 800 + courses prepared by • More than 50 Universities - Delhi University , National Law University-Delhi , IGNOU , JNU , University of Calicut , Punjabi University , Manipur University, University of Kashmir , Savitribai Phule Pune University, Maharaja Sayajirao University of Baroda , Calcutta University , Osmania University, Madurai Kamaraj University • IITs - 7 • IISCc Bangalore • IIM B • NITTTRs- 4 • NCERT • NIOS • Talented teachers across the Universities encouraged to send proposals for courses to respective NCs • Funding Support for creating & running MOOCs - 13. 5 lacs for creation ; 1. 2 lacs for running
SWAYAM : Action Plan 17 - by-17 4. Retrain teachers: • 15 lakhs untrained teachers in School education are getting trained under DEl. Ed programme by NIOS Under PMMMNMTT (Pandit Madan Mohan Malviya National Mission on Teachers and Teaching): • 75 NRCs (National Resource Centres) will prepare MOOCs courses for Online Teacher Training • 20 Faculty Development Centres for Offline Teacher Training • 12 Top NIRF ranked Institutions will provide 3 week Leadership Development Program, including one week foreign component 5. Monitoring Cell: • 2803 Local Chapters (971 UGC + 1832 NPTEL) created to publicize and help faculty & students • Every University should have a Digital Learning Monitoring Cell - to review current use of these digital resources - to suggest way to improve them and their utilisation
SWAYAM Prabha (www. swayamprabha. gov. in) q Launched on 9 th July 2017 q Can be accessed through DTH of public broadcaster q 24 X 7 transmission q Four Hours of fresh content every day – repeated 5 times q Above 3000 institutions have set up facilities for reception q Freely Available on DD Free Dish , Dish Tv (Zee) and Jio mobile app q Channels uplinked from BISAG , Gandhinagar using 2 transponders of GSAT-15 Satellite.

Installation of free Dish : • 3000 Institutions have installed free Dish • Institutions are requested - to install the DD free Dish DTH in the office of VC / Director, to access SWAYAM Prabha DTH channels - to install DTH in as many class rooms as possible - Mandate other affiliated colleges to operationalise the same 7. Orient the teachers: • VCs should hold orientation sessions for all teachers to see and use these channels • Promote blended Mode of Education
National Digital Library (www. ndl. gov. in) q Formally launched on 19 th June 2018 q 24 x 7 learning resource q Accessible by any one , from anywhere and anytime q Single window search facility with filters through which users can personalise q More than 1 Crore 75 lakh e-books/journals/audio books/question banks q Contents are available in 200 + Languages q Registrations : 35 lakh q Number of institutions: 13, 352 q Mobile App downloads : 9. 1 Lakhs
National Digital Library (NDL) : Action Plan 17 - by-17 8. Join the NDL: • 13, 352 Universities / Institutions have joined National Digital Library (NDL) • 107 Universities / Institutions have shared their resources to National Digital Library (NDL) • All Universities / Institutions immediately join NDL and students may be asked to use these resources free 9. Digitise your Libraries : • All books in the libraries may be digitised • Universities should take care about copyright issues
National Academic Depository(www. nad. gov. in) q Electronic storehouse of academic awards ( certificates, degrees, marksheets) q Launched on 9 th July 2017 q 655 - Academic Institutions /Universities / CFTIs q 1, 26, 10, 193 Academic Awards issued q 124 entities started Verification on NAD 10. Join the NAD : • Every Institution should join the NAD • All the past certificates/degrees/diplomas issued also be uploaded in NAD Action Plan 17 - by-17
E-yantra (www. e-yantra. org) q Promoting robotics as multi-disciplinary engineering project q Supporting innovation by students q Learning by doing through group work q Train teachers to teach engineering better q A project by IIT Mumbai under NMEICT q e-yantra Lab Setup initiative (e. LSI) supports infrastructure creation q e-yantra competitions are held across colleges to create awareness q 296 Labs established in 32+ regions , propose to establish 500 + labs q Over 2115 Teachers trained q 5, 932 Total Teams participated in e-Yantra Robotics Competition (e. YRC)
Virtual Lab (www. vlab. co. in) q To provide remote-access to Labs in various disciplines of Science and Engineering q A project by IIT Delhi under NMEICT q To share costly equipment and resources, which are otherwise available to limited number of users due to constraints on time and geographical distances q Virtual Labs project, cover 100 Virtual Labs, consisting of approximately 700+ web-enabled experiments, were designed for remote operation and viewing
FOSSEE (Free and Open Source Software for education ) q FOSSEE project (http: //fossee. in ) has been promoting use of open source software in educational institutions q A project by IIT Mumbai under NMEICT q Textbook Companion (TBC) is a collection of code for solved examples of standard textbooks. 1, 000 TBCs have been created in Scilab and Python alone q FOSSEE is promoting the well established open source software: Open FOAM, an alternative to the proprietary software Fluent for computational fluid dynamics q DWSIM, an alternative to the proprietary software Aspen Plus, for chemical process simulation. e. Sim, an electronic design automation software, an alternative to ORCAD
Campus connectivity q NKN Connectivity: q 10 GBPS and 1 Gbps NKN connectivity to 439 Universities through Optical Fiber q Wi-Fi Project on OPEX Model: q Out of 41 Central Universities, 39 Central Universities are Wi-Fi enabled by Rail. Tel. q OPEX model - through TSPs / ISPs q Minimum performance standard for Wi-Fi service circulated by MHRD.

Digital campus: • MHRD is taking initiative to implement ERP module to integrate and digitize all processes in academic institutions • All campus processes like admissions , academic calendar, attendance , assessments , result declaration , administration, payroll , financial and such other processes shall be digitized 12. Smart Campus: • 214 Institutions having solar installation reported in AISHE • Universities shall plan efficient and economical use of water electricity and waste • Use Solar power and water recycling systems in campus to bring sustainability and savings in the long run

Clean campus : • 3500 + Institutions participated in wherein 170 institutions were shortlisted for field verification • Under the Swachhta Action Plan (SAP) of the Department, 10 Higher Educational Institutions (IITs & NITs) were sanctioned research projects in the areas of solid and liquid waste management, water purity, garbage disposal etc • Swachh Campus Manual released 14. National Digital Payment Mission: • 114 Cr Transaction reported by 69 universities , 40 technical Institutions , 8 IITs/IIMs/IISERs/CFTIs • Every Institution should move towards a complete digital payment system covering all transactions • Mandatorily implement the EAT (Expenditure advance and transfer) module w. e. f 1 st July, 2018 for all Government Grants

Unnat Bharat Abhiyaan : • 748 Institutions participating • 3750 villages benefited so far • 290 Districts are involved • Funding support - Field Visits ( 10, 000 per village ); Customisation of existing technology ( 50, 000 per village ); Development of new technology ( 1 lac per village ) • Every Institution to adopt at least 5 villages and help in translating their knowledge for use of the rural poor • Institute to use existing resources to support Unnat Bharat Abhiyan

Innovation Drives : Smart India Hackathon – 2017 edition : • 1168 teams having 7008 students (6 in each team) participated in • 1200 + Universities / Institution participated • 598 Problem statements given 2018 edition : • 2 sub-editions – Software as well as Hardware • 1282 teams having 7692 students (6 in each team) participating • 1315+ Universities participating • 408 Problem statements (software & hardware) to be solved in Hackathon 2018 ODB (Operation Digital Board) • Creation of digital classroom in each school from class 9 th up to Post Graduation in Higher Education institutes • 15 lac class rooms to be covered • Students may be encouraged to think out-of-the-box and arrive at solutions that are innovative • Universities/ Institutions should organize competitions and participate in hackathons

A 15 -year vision: to determine where the institution would like to be b. A 7 -year strategic plan: to work out medium term plans to reach there c. A 3 -year action plan: for immediate improvement of the quality of learning
