Standard Reports Requested Presentations Voting Actions Community Feedback Summer Crime Prevention Initiative (SCPI) Presenter – Deputy Mayor Kevin Donahue Background - Each summer MPD has identified four to six areas that have experienced a high density of violent crime, specifically homicides and other gun-related incidents. Throughout the summer months, MPD then focuses all available resources, utilizes the latest crime-fighting technology, and calls upon partner agencies and organizations to assist in a coordinated effort to eliminate violent crime in these areas. When - May 1 -August 31 Activities • Eliminate violent crime through focused prevention and strategic enforcement. • Identify and arrest violent offenders through intelligence, tactical, gun recovery and patrol enforcement. • Put offenders on notice: if a crime occurs in target areas, all law enforcement resources will be utilized. • Use crime analysis to track and address crimes daily. • Use various crime-busting strategies and communitybuilding strategies • Conduct outreach and youth/family programs Commissioner Reports

Standard Reports Requested Presentations Voting Actions Community Feedback Commissioner Reports Resolution: Executive Administrator Position Resolved, The Executive Administrator shall work at the pleasure of the Commission and must understand the needs of the Commission, its Commissioners and its constituents, and anticipate actions before they are requested. Resolved, The Executive Administrator shall serve as the logistical champion of the Commission, ensuring that all necessary tasks for the efficient operation of the Commission are complete, of high-quality and on-time; and be it further Resolved, The Executive Administrator shall be a dependable individual with extreme attention to detail, with excellent follow through, and with a genuine interest in improving ANC 5 D and the surrounding community in general; and be it further Resolved, That the Executive Administrator must have advanced oral and written communication skills; experience speaking in public, participating in government meetings, and professionally representing organizations. In addition, the Executive Administrator must have an advanced degree and/or extensive experience in website content development and website maintenance, including use of Wordpress, email exchange maintenance, web hosting services, and general information technology components; and be it further Resolved, ANC 5 D Commission will determine final number of hours and pay allotted for the position by voting action and in accordance with the laws of the District of Columbia; and be it further Resolved, That the ANC 5 D Commission will develop a position description and recruitment materials including specific duties and responsibilities; post relevant job announcements; oversee recruitment, screening, and nomination process for the new Executive Administrator position. Final selection and hiring will be determined by ANC 5 D voting

Standard Reports Requested Presentations Voting Actions Community Feedback Commissioner Reports Resolution: Safety Improvements Florida Ave Whereas, in 2018, the number of pedestrian and bicyclist deaths has increased by 20% in Washington, DC, and Whereas, Florida Ave NE has deficient pedestrian accommodation, unsafe bicycle access, limited right-of-way, and chronic vehicular speeding problems that have led to multiple crashes as numerous intersections that have resulted in injuries and fatalities, and Whereas, the risk of pedestrian fatalities is 45% when vehicle speeds are in the 30 to 35 mph range, and dramatically increases to 80% when auto speeds exceed 40 mph according to the Institute of Transportation Engineers, and Whereas, the District of Columbia Department of Transportation has validated in a 2015 study that Florida Avenue NE maintains a chronic speeding problem with average speeds posting at ~30 -40 mph with peaks speeds reaching 70 mph, and Whereas, District of Columbia Department of Transportation 2015 study recommendation for Florida Ave NE from West Virginia Ave to H Street/Benning Road does not do enough to improve safety and address known issues, and Whereas, Florida Ave NE improvements have been connected to the Florida Ave and New York Ave NE intersection project timeline which is not expected to begin until Fall 2020 - Spring 2021, and Whereas, ANC 5 D residents, students, and users of Florida Ave NE seek a street that more adequately accommodates all users while improving safety and the overall livability of our neighborhoods; Be it Resolved, that ANC 5 D requests the District of Columbia Department of Transportation: • Execute, as soon as feasible, an interim solution to reduce vehicular speeds and improve safety for pedestrians and bicyclists along Florida Ave NE, ahead of the large Florida Ave and New York Ave NE intersection project that will not be completed for at least 4 -5 years.

Standard Reports Requested Presentations Voting Actions Community Feedback Commissioner Reports Resolution: Cure Violence Funding for ANC 5 D Whereas, The NEAR Act of 2016 which unanimously passed the Council of the District of Columbia was enacted in large part due to a 2015 uptick in homicides; and Whereas, The NEAR Act is based on the successful Cure Violence model, a model which uses a public-health approach to violence through three primary means including: (1) interruption of potentially violent conflicts by preventing retaliation and mediating ongoing disputes; (2) identifying and assisting individuals at the highest risk for conflict by providing support services and changing behavior; and (3) engaging communities in changing norms around violence by organizing community responses to counter the normalization of violence; and Whereas, The Office of Neighborhood Safety and Engagement “ONSE” as well as the Office of the Attorney General “OAG” have both implemented the Cure Violence model, and Whereas, Ward 5 residents experienced 21 homicides in 2018 with 9 of those homicides occurring in ANC 5 D alone, and Whereas, Selected ANC 5 D communities having already implemented the Cure Violence model have seen anecdotal evidence of decreased murders and violence associated with these programs; therefore be it Resolved, That ANC 5 D requests great weight be given to its request for additional Cure Violence resources for communities in Ward 5 and specifically ANC 5 D.

Standard Reports Requested Presentations Voting Actions Community Feedback Commissioner Reports Approval of ZDC Committee Members ANC 5 D Rules of Governance for Committee Membership • ANC-5 D designates one ANC-5 D Commissioner and one Community committee member to serve as ZDC Co-Chairs. • All Commissioners are ex-officio ZDC members and may participate in meetings as full members. • All committee members are volunteers appointed by majority vote of the full Commission. • ANC-5 D endeavors to have at least one Community member from each SMD to ensure a diversity of neighborhood knowledge. There shall be no more than two Community members, excluding ex-officio members, from a particular SMD. • ANC-5 D strives to have at least one practicing DC-licensed architect on the committee to offer technical advice and expertise on design and architectural issues. • ANC-5 D ZDC community members shall adhere to the Office of the ANC Ethics Standards e. g. recusing oneself from involvement in BZA/ZC cases when there could be a perceived or actual personal or professional conflict of interest with a case.
