Module 1: Administration and Procedures
Module 1: Administration & Procedures Assessment Report said… Initial Observations • Unclear application and review processes • Current practices not reflected • Most decisions go to the Commission Need to: • Standardize review procedures • Clarify decision-making responsibilities • Clearly distinguish city responsibilities (in code) vs. HOA responsibilities (outside code) • Consider requiring early neighborhood notice for major projects 14

Module 2: Zoning Districts and Use Regulations Assessment Report said… • Zoning Districts – Too many districts (26 base, 1 overlay) – Lack of attention to redevelopment – Limited housing options – Comprehensive plan concepts not implemented • Use Regulations – Organization of uses is challenging to decipher – Many uses are too broad or too specific – Few tools to allow discretionary review of certain uses in sensitive locations 21
Module 2: Zoning Districts and Use Regulations Key Contents • Simplification of residential districts • Consolidate similar districts • Establish new districts (mixed-use) • Updated all purpose statements and dimensional standards • Removing agriculture district 22
Module 2: Zoning Districts and Use Regulations Key Contents • New use table and organization • All uses defined • Incorporated Ch. 12 uses • More use-specific standards to provide more predictability • More “by-right” uses in place of special exceptions 23
