" Through proper guidance and exemplary leadership, the Little League program assists youth in developing the qualities of citizenship, discipline, teamwork and physical wellbeing. Challenger Division • Division of Little League Baseball for mentally and physically challenged youth who are not able to participate in regular Little League Baseball • Philosophy of the Challenger program is to provide an avenue for a structured athletic activity for all youth in the community. • The idea is for "every run to count, every child to count. “ • The season is typically from late March and finishing up with the Annual Challenger Jamboree over Memorial Day weekend. • We also have a buddy program set up for Major teams to come and be a buddy with each Challenger team member. Assisting with batting, base running, fielding and the biggest skill - ENCOURAGEMENT for our Challenger team. They will supervise the game to ensure the proper conduct of managers, coaches and parents to ensure that the youth umpires are always treated fairly • The adult umpire supervisor will also call the game in case of darkness or weather • The youth umpires will handle home plate and the bases, and will make all the umpire calls and handle all the disputes per the normal process 27

Rules & Conduct Chuck Brown • Conduct – It is the Managers responsibility to insure the parents and fans conduct themselves in a responsible manner – Report any issues to UIC, Manager Reps and Disciplinary Committee – Only 3 manager/coaches on the field at a time – Parent photographer, fans, or non-players are not allowed on the field – Any coach on the field must be cleared prior to the start of the game and the UIC notified – NO Exceptions! – If a judgment call is challenged, the umpires will meet and discuss (if needed) and a final call is made – Game resumes. – Time limit rule is designed to prevent extremely long games and insure schedule is kept not to manage a game by. • Dispute Resolution – Action will be taken quickly 30
