BACKGROUND • Before the City of Harare became a centre of excellence it did not have a gender policy • It did not make any conscious efforts to deliberately incorporate gender mainstreaming activities to empower women. • The budgets were crafted without taking into account gender mainstreaming • Women were not empowered and seriously considered • The residents and Stakeholders of Harare were sometimes not consulted. • The Chamber Secretary Mrs Josephine Ncube championed the gender mainstreaming cause which culminated in the crafting of the Gender Policy 50/50 BY 2015: DEMANDING A STRONG POST 2015 AGENDA

WOMEN’S EMPOWERMENT • “I am a woman aged 35 and am Council employee and served for 16 years. • I am very glad that Council offered me a stand in 2011, measuring 702 square metres in Breaside area. I feel honoured as a woman that we are being recognized in such kinds of developments. I appreciate the good job that was done by my organization to consider me as a woman. Furthermore, we were 5 women on that scheme with the help of Councillor Paula Macharangwanda, this shows women are standing for each other. I feel happy to be at my own house since l have been looking for a stand long time ago. The good spirit should not end there but keep it burning. I am Monica Mugumbate, I joined Council service in 1999 as a Domestic Attendant, In 2000 , I was promoted to a position of Clerical Officer (Grade 12). In 2001 I was appointed to a position of Senior Clerical Officer (grade 11). In 2004 I was again promoted to a position of Chief Clerical Officer (Grade 10) and in 2007 I was appointed to the position of Administrative Assistant (Grade 9) the position which I held until I was promoted to my current designation of Human Capital Officer (Grade 8). • I am glad that management has recognized us as women, this had resulted in increase in my income and this has changed my lifestyle socially and financially. I can now afford to send my children to better schools and I thank God because that has also increased my tithe that I give monthly. At work, my performance has improved because I am highly motivated’’

MEN FOR CHANGE • Mr Martin Chimombe in the Harare Municipal police has assisted female cadres to progress and supports them to the extent that females are among the top performers in the force. • One of them Chenai Mungofa was a best recruit through hard work and encouragement from him. He has a passion for excellence and says that women are very good performers and all they need is encouragement and to show them that they are equal with their male counterparts.

LESSONS LEARNED AND INNOVATION • The City of Harare is now proud to be a Centre of Excellence • Applying gender mainstreaming in all its activities from gender budgeting to capacitating both its employees and the public. • The Health sector has taken a lot of positive strides in treatment of TB, HIV & Aids and health education. • It is now generally agreed and accepted that women can do jobs that were once reserved for men and at times can do better. • Men have also been taken into fields also once dominated by women such as nursing. • The collection and use of disaggregated data has been a useful tool for decision making in gender mainstreaming. • Improved service delivery • Better communication with stakeholders and residents 50/50 BY 2015: DEMANDING A STRONG POST 2015 AGENDA
