1. Overview of National Development Plan q Nuclear Power Development has been started in 1970. q In 1996, the Government assigned the MOIT and MOST in collaboration with the related ministries and organizations to begin conducting studies on the introduction of the nuclear power into Viet Nam. q The studies cover all topics related to NPP’s introduction into the country, including electricity demands and supply, economy, finance, technology, safety, radwaste management, nuclear law and regulation, site selection, manpower, public acceptance, international relations, etc. q The obtained results showed that by 2020 Viet Nam will likely change from an energy export country into an energy import country; and Viet Nam should consider NPPs’ construction. 1. Overview of National Development Plan q March 2002, The Steering Committee for Nuclear Power was established by Prime Minister. The Committee is composed of two main ministries MOI and MOST and some other members from various ministries. The main responsibilities of Steering Committee are: ü Establishing National Strategy and long term program for nuclear power development. ü Pre-feasibility Study on first NPP. q In 2003, The National Assembly assigned the MOST to formulate Atomic Energy Law. This Law was approved by National Assembly in 6/2008). BCĐT-ĐHN-NT 1 5

2. Nuclear Power in Energy Policy – Why nuclear ? Based on IAEA guideline: site selection process for NPP was carried out in 3 phases as follows: § Phase 1 - Analysis area and select a potential site; § Phase 2 – Screening of potential site and select a candidate site. § Phase 3 – Compare, ranking for candidate site. Phase 1 and phase 2 were carried out in period 19962000 under project “ General study for development of Nuclear Power Plant in Vietnam” BCĐT-ĐHN-NT 1 15
