Sycamore Crossing Potential Build Out 17
Sycamore Crossing Proposed Square Footage u 140, 000 sq. ft. – retail u 25, 000 sq ft – market u 170, 000 sq ft - office u 180 room – boutique hotel u 170 – residential units u Parking garages 18
Topics Addressed in the EIR u u u u u Aesthetics Air Quality Biological Resources Cultural Resources Geology & Soils Hazards and Hazardous Materials Hydrology & Water Quality Land Use & Planning Noise u u Population & Housing Public Services & Recreation Traffic & Circulation Utilities & Service Systems – Water Supply – Wastewater Collection & Treatment – Solid Waste Collection & Disposal 19
Findings of Significance Aesthetics Impact - Visual character could be substantially degraded Mitigation - significant and unavoidable Before Development After Development 20
Findings of Significance Air Quality Impact - Emissions (PM 10)from new vehicle trips and area sources would exceed BAAQMD thresholds of significance for regional pollutants Mitigation – N/A can not be mitigated to a level of insignificance u Includes 10% reduction for public transit, pedestrian/bike u amenities and other smart growth measures Impact - GHG emissions and contribution to global climate change Mitigation – Less than significant 21
Findings of Significance Noise Impact - Traffic generated by the project together with background and foreseeable future development (cumulative) would increase ambient noise levels. Mitigation - No feasible mitigation since impacted area is built-out. 22
Other Findings of Interest Mitigations all to a level of “Less than Significant” 23
Traffic Primary Access Routes u San Pablo Avenue (RRS) u John Muir Parkway u Sycamore Avenue u Willow Avenue (RRS) u State Route 4 (RRS) u Interstate 80 (RRS) 24

Mitigations Intersection Mitigation LOS after Sycamore @ San Pablo Encourage use of Public Transit to reduce vehicle trips by 15%1 C/D San Pablo & Linus Pauling Install Traffic Signal. Add left and right turn lanes into site. Driveway should provide two outbound and one inbound lane. Willow @ NTC E. Driveway Install traffic signal, widen Willow Ave and add turn lanes A Sycamore & S. Front Street Install traffic signal and add WB left turn lane. A 1 mitigation A This measure is a city-wide policy 28
Mitigations (con’t) Intersection Mitigation San Pablo & John Encourage use of Public Transit to Muir Pkwy reduce vehicle trips by 15%1. Relocate I-80 offramp/SR-4 on ramp further East 2. LOS after mitigation C/E Sycamore & Palm Install traffic signals and coordinate with SR-4 relocation A/C WB SR 4 off-ramp Install traffic signals and coordinate @ Willow with SR-4 relocation A/D Willow & Palm A/C Install traffic signals and widen Willow and Palm approaches to two lanes in each direction. 1 This is an estimate based on expected usage 2 Traffic analysis shows this measure has the potential to significantly shift 29 traffic patterns throughout Hercules
Geology and Soils Impact - Project could expose people and structures to adverse effects such as landslides. Mitigation – Project proponent must form a Geologic Hazard Abatement District (GHAD) or similar entity. 30
Hazardous Materials Impact – project could potentially release hazardous materials during the process of decommissioning and dismantling the facility. Mitigation (less than significant) – create a work plan 1 for decommissioning and dismantling and submit the plan to RWQCB and other regulatory agencies – retain qualified and licensed environmental professional to perform a final assessment of the facility throughout the site including inspecting the underground containment tank. – Pipeline operators allowed to review tentative maps and plans 1 Work plan includes a sampling & analysis plan, a health and safety plan, a storm water pollution prevention plan, an air monitoring plan, a transportation plan and a soil management plan. 31
Alternatives 1. No Project – some impacts based on current land use designations but does not meet RDA goals. 2. Reduced Density – Hill Town unit count stays same (DOPA) though more dense. Sycamore Crossing square footage is reduced. u u air quality – impacts are still significant RDA goal of job creation would be reduced 32
Next Steps March 12, 2009 – DEIR Comment Period ends April 20, 2009 - Planning Commission Hearing u Zone Change u General Plan Amendment u Final EIR u Redevelopment Plan Amendment May 26, 2009 – City Council Public Hearing 33
