Mitigation (less than significant) – create a work plan 1 for decommissioning and dismantling and submit the plan to RWQCB and other regulatory agencies – retain qualified and licensed environmental professional to perform a final assessment of the facility throughout the site including inspecting the underground containment tank. – Pipeline operators allowed to review tentative maps and plans 1 Work plan includes a sampling & analysis plan, a health and safety plan, a storm water pollution prevention plan, an air monitoring plan, a transportation plan and a soil management plan. 31
