Laws Governing Driver License • Must carry VALID driver license or permit • Must carry VALID insurance & registration • Permit Driver must be accompanied by licensed driver • Address Change = 1 Week after moving • Name Change = 2 Weeks (Marriage, divorce, adoption) • Out of state license who moves to NJ = 60 Days • Must complete GDL Program in order to receive basic license Reference Pg. 6 -7
Digital Driver License • In 2004, NJ stopped issuing laminated paper license and implemented use of DDL. • DDL helps eliminate fraud! • Under age of 21 = Vertical DDL • Over age of 21 = Horizontal DDL • Altering a driver’s license or showing an altered driver license may result in loss of driving privilege, a fine or even imprisonment. 6 Point ID Verification • NJ Driver license applicants must complete 6 Point ID Verification by providing documents that prove their age, identity, and legal presence in the U. Graduated Driver License (GDL) • Established in 2001 • Gradually introduced driving privileges to 1 st time drivers. • Extends their practice driving time. • Requires a minimum age of 18 in order to receive basic driver license. • Failure to follow GDL restrictions will result in fines or possible suspension of license GDL Study Reference Pg. 16

Step 1 – Special Learner Permit • Must be at least 16 years old • Signed parent or guardian consent • Enrolled in approved behind-the-wheel driving training • Approved instructor must purchase permit • Must pass MVC written & vision test • Must pay required fee
Step 2 – Practice • Must practice at least six months • Must be accompanied by an adult supervising driver • Must follow permit driving restrictions
Step 3 – Probationary License • Must complete 6 months of supervised driving • Must pass MVC’s Road Test • Must be at least 17 years old
Step 5 – Basic Driver License • Must be at least 18 years old • Must complete 1 year of driving with Probationary license • Must pay required fee
Permit Restrictions • No driving between 11: 01 PM – 5: 00 AM • No electronic devices • Must be accompanied in the front seat by an adult (21) • Passengers limited to any parent, guardian or dependent • Must wear seat belts • Must display decals on license plates

GDL Decal • All GDL drivers under age 21, who possess a permit or probationary license are required to display two red decals on their license plate. • Decals are displayed on the top left corner of the front and rear license plate. • Decals are provided when permit is issued. • Fee - $4. 00 • Reference Pg. 21
