A State’s LEAP/SLEAP program must: 1) Be administered by single agency 2) Provide aid

A State’s LEAP/SLEAP program must: 1) Be administered by single agency 2) Provide aid to eligible students 3) Ensure that aid to full-time students cannot exceed $5, 000 under LEAP 4) Ensure that students have substantial financial need as determined annually by State/approved by the Department 5) Not charge fees to students or parent’s 6) Allow all public and private nonprofit and vocational schools in the state to participate in its programs unless a) that participation is in violation of the State’s constitution b) that participation is in violation of a State law enacted before October 1, 1978 7) Ensure that if it makes awards to independent students or to students who are less –than-fulltime, a reasonable portion of the State’s allocation must be awarded to those students 8) Ensure that it will spend at least a dollar-for-dollar match to the Federal award received under LEAP 9) Ensure that the amount spent on student awards under LEAP during an award year represent an additional amount over and above what it spent on student awards during the award year two years prior to the State first receiving LEAP (then SSIG) funding 10) Ensure that the amount spent on student awards in total under its LEAP program during an award year is not less than the average it spent under its LEAP program in total during the three preceding award years or the average total per FTE for those years 11) Ensure, to the extent practicable, the proportion of the funds awarded to independent students under LEAP shall be the same proportion of funds awarded to the State program(s) of which LEAP is part 12) Provide annual reports must to the Department necessary ensure compliance What requirements be met that by are the State toprogram? Additionally, a State’s SLEAP program must: 13) Identify the activities it spent the funds on 14) Ensure that the State funds spent as matching during an award year are in excess of the total it spent on need-based aid in FY 1999 15) Ensure that State funds spent on all SLEAP authorized activities during an award were at least the amount of funds it assured the Department it would spend during that year—for any year in which the State requests SLEAP funding it assures the Department on its application that it will have spent the same level of expenditures in the previous award year as it did in two previous award years 16) Ensure that it spends at least two State dollars to every one Federal dollar it received under SLEAP Performance Reporting Additionally, what requirements must be met by the State program under SLEAP?

LEAP Base Year Requirement Check: The total of (a) + (b) + (c) must

LEAP Base Year Requirement Check: The total of (a) + (b) + (c) must equal or be greater than (=>) your State’s Federal allotment plus (+) your State’s LEAP Base year amount. SLEAP Base Year Requirement Check: The total of (a) + (b) minus your state’s SLEAP Base (1999 -2000 Total Need Based Aid) leaves “new money”. Does this balance equal or exceed your state’s match under SLEAP as reported Sections B - D? Example: State’s LEAP Base (1979 Level) is: $2, 000 State’s SLEAP Base (1999 Level) is: $5, 500, 000 State Received LEAP Award: $ 546, 833 State Received SLEAP Award: $ $10, 250, 000 is greater than $546, 833 plus 674, 427 $2, 000 $3, 750, 000 exceeds my State’s SLEAP Match of $1, 348, 854 Performance Reporting Part I: Why Must I Report all AID Expenditures in my State?

LEAP expenditures are reported under LEAP sections and SLEAP expenditures are reported under SLEAP

LEAP expenditures are reported under LEAP sections and SLEAP expenditures are reported under SLEAP sec In most cases, the total Federal dollars should equal your State's allotment received for the award year for which your reporting. In all cases, the total cannot be greater than your State's allotment for the award year. Grid Totals MUST equal across categories within each LEAP and SLEAP section. Remember, you're reporting on the same pool of recipients by category. LEAP Match: Total State Expenditures (Dependent and Independent) MUST Equal = or Exceed > Your State's 3 -yearaveraged Maintenance-of-Effort (MOE) Level. Your state's MOE is determined by looking at the three previous year's State expenditures under LEAP and deriving an average expenditure level (these figures should match what was reported previously on your reports for such years). Example LEAP MOE: $6, 900, 000 Expenditures: $7, 850, 000 SLEAP Match: At a minimum, must show that your State matched 2 -to-1. That is $2 State dollars to every $1 Federal dollar awarded. Performance Reporting Parts II and III (S/LEAP Grids): How do I report my State’s data?
