Cabinet in September 2018 approved: • the Local Government Association (LGA) recommendations to move to a statutory minimum children’s service to meet the council’s financial imperative. • CAF 14 a - a significant reduction in spend on getset through efficiency measures (higher caseloads allowing a reduction in staffing) • CAF 14 b - to consult on the future of getset Level 2 services on the basis that the remaining service is in excess of the statutory minimum for children’s services.
Future of early help support
Consultation Process • Public consultation ran from 5 November to 31 December • Online questionnaire and supporting appendix showing parenting support groups happening across the County • 7 drop in sessions across the county • Attended 11 parenting support groups across the county • Met with partners including maternity and midwifery, early years partnership, district councils, public health nursing, GPs, children’s social care to understand impact
Responses: • 731 people completed the online questionnaire • 171 getset users (57%) • 227 Members of public (non getset users) • 235 Members of staff • 77 Organisation or group • 21 Blank • Over 110 people spoken to through the drop in sessions or attending parenting support groups
Highlights from the Consultation • Parenting support groups offered by the community do not offer the same value as the getset groups (Cost and Quality) • Gap in parenting programmes such as PEEP • Concerns from young parent health visitors around the ‘Young Parents Programme’ as getset work very closely with HVs • getset have a way of engaging with families and work with families in the home • Sustained engagement with families • Face to face signposting – described as the ‘glue in the system’ • Support families with advice – housing, debt, foodbanks, back to work etc • Communities/parish councils/Church groups are keen to help • Strong interface with early years – childcare places, 2 YO funding • Support to partners – EHAs, signposting, lead practitioner • Support child protection plans and legal processes • Integral part of the system Consistent view that early help and prevention is key to promoting the welfare of children, young people and their families rather than reacting later and then potentially requiring more specialist or statutory levels of support.
Proposals for Change • Retain getset level 2 until March 2020 • Continue to offer parenting support groups in areas of need • Work alongside key partners to share local intelligence/knowledge • Extend Team Around the School model to cover 0 -4 s • Re-design the ‘front door’ and improve processes • Somerset Direct to offer more advice to families • Improve Somerset Choices website • Strengthen early help advice hub • Roll out early help module to key partners • Strengthening community capacity and capability • 200 k grant fund • Develop “train the trainer model” for parenting programmes • Work with the third sector to deliver 1: 1 case work (examples such as Home-Start West Somerset, Safer Families, Yeovil 4 Families) • Make the early help offer (level 2 and level 3) clear to all partners • Strengthen the multi-agency strategic approach to early help

Moderation- a quick guide
Moderation is the process by which an assessment is monitored within or across settings to ensure that the assessment is reliable, fair and consistent with national standards. This is a statutory process for Reception teachers who take part in internal and external moderation as part of the EYFS Profile assessment. Training and updates are given by the LA. Reception teachers are therefore experienced.

Literacy - Reading 30 – 50 months - Recognises familiar words and signs such as own name and advertising logos Moderating this judgement would entail discussing with a colleague or another practitioner and asking them whether they agree the age band for this observation………it’s as simple as that!
Next steps for Moderation • We will be offering moderation introduction sessions via the Early Years Communities • We can help to organise this initial event. • CIC are hosting their first introductory event on the 7 th February. This is being held in 3 locations at the same time. Teachers are involved and will help to support the session. • Feedback will be sought to determine what practitioners and teachers would like from subsequent sessions. • We recommend attending moderation events in the Autumn and Spring terms. • Email AJeffery@Somerset. gov. uk for more information
