Recognize the value of available public address systems to provide real-time information to all persons in the attack zone. Understand the OODA Loop and how it applies to active killer countermeasures.
ALERT LOCKDOWN INFORM COUNTER EVACUATE
Designed in 2001 by a Dallas/Fort Worth police officer in response to the Columbine Shootings in conjunction with his elementary school principal wife. Asks the question “What are you doing while the police are responding? ” Vision is to have all citizens have the skills and knowledge of their options on how to respond to an active threat.
Most violent intruder situations last between three and seven minutes. FBI research has shown that civilians have stopped active killer events prior to police intervention.

Attempt to find cover or concealment. Remain quiet. Constantly reassess your options. Develop a plan based on any known information.
Information must flow freely during these events. PA Systems/Cameras Staff should secure and use intercom or other public address methods to broadcast location of attacker and direction of travel. Those in LOCKDOWN should use this information to identify escape opportunities or prepare for confrontation.
Determine what you have as weapons of opportunity. Commit to your actions!! Inundate attacker with violence.

Observe Orient Decide Act
When information indicates that escape is possible do so immediately. Leave belongings behind. Encourage others to leave with you. Attempt to reunite with coworkers at a safe distance from scene.
