Investing in the Early Learning and Care Workforce TONY THURMOND State Superintendent of Public Instruction A child’s early years are the most critical forming a strong foundation for their future development and learning. Research demonstrates that professionals working with children from birth through age eight (8) play a crucial role in helping young children develop physically, socially, and emotionally and their work should be grounded in shared knowledge, skills, and abilities. 4

Expectation and Purpose of Grant TONY THURMOND State Superintendent of Public Instruction The purpose of the QCC Workforce Pathways Grant is to support increased learning and healthy development of California’s young children by increasing the number of qualified Early Learning and Care (ELC) professionals and increasing the educational credentials, knowledge, and competencies of existing ELC professionals across the state. 5

Funding Authority TONY THURMOND State Superintendent of Public Instruction The CDE is authorized to administer the QCC Workforce Pathways Grant through Code 45 of federal regulations, Part 98 of the Child Care and Developments Fund (CCDF). Funding is provided to support the training, professional development, and postsecondary education of the child care workforce as part of a progression of professional development through activities such as those included at § 98. 44. 6

Grant Description (1) TONY THURMOND State Superintendent of Public Instruction • A total of approximately $11 million is available for one year. This amount will be distributed among local consortia and multi-county consortia that apply for funding. • The grant term is July 1, 2020 through June 30, 2021 • This grant is available to all counties and the Tribal Child Care Association of California (TCCAC) • Quality Counts California (QCC) applicants shall make every effort to partner and include local tribes and tribal organizations in funding that supports all children in your area. 7

Grant Description (3) TONY THURMOND State Superintendent of Public Instruction Once a signed grant award notification is received by the CDE from the Lead Agency, the CDE will reimburse the Lead Agency in arrears for allowable expenditures upon receipt and approval of Reimbursement Invoice via the Portal. Payment will be made in accordance with, and within the time specified in, Government Code, Part 3, and Chapter 4. 5, commencing with Section 927. 9

CDE received funding for the majority of AB 212 through CCDF Quality Improvement (QI) fund in 2012– 13. 11

Alignment with Quality Counts California TONY THURMOND State Superintendent of Public Instruction CDE is transitioning support to the QCC Workforce Pathways Grant to create greater alignment with the QCC system and expand the reach of these funds beyond CDE-contracted programs to ensure more equitable access to these supports by providers at every level of the state’s mixed-delivery system. 12

Eligible Applicants TONY THURMOND State Superintendent of Public Instruction The QCC Workforce Pathways Grant, RFA is open to local, regional, or local and regional quality improvement partnerships, consistent with QCC. Local Planning Councils (LPCs) or current salary and retention stipend administrating agencies in the county, will have the first right of refusal. 13

Goals of the Workforce Grant (1) TONY THURMOND State Superintendent of Public Instruction The goals of the QCC Workforce Pathways Grant are to increase the qualifications and effectiveness of the ELC workforce by: • Increasing the skills and competencies and the ability to provide culturally and linguistically responsive high-quality interactions with young children • Increasing the number of ELC professionals that have completed the required CCDF health and safety and child development training 15 requirements
