4 7. 1 PURPOSE The purpose of a National Training Strategy is, amongst others,

4 7. 1 PURPOSE The purpose of a National Training Strategy is, amongst others, to provide a guide to structure an effective advocacy, training and capacity building programme for educators on Collective Agreement No. 2 of 2014 which was finalised on 3 September 2019 at the Education Labour Relations Council (ELRC).

5 7. 2 Training Plan The training plan is informed by the following: •

5 7. 2 Training Plan The training plan is informed by the following: • Development of a set of master training resources. • A QMS school training toolkit. • Training to be delivered by a team of well-trained experts, to ensure standardized, correct dissemination of information • Using a digital platform where possible for consistent dissemination of information • Uploading training resources on DBE/PED/ELRC/ Teacher Union websites for ease of access

6 7. 2 Training Plan (cont. ) The plan requires that minimum training conditions are met as follows: • The NTT trains all PTT members • The PTT trains all school-based educators • The duration in the provision of training for each group is standardised. • There are minimum venue requirements • There are specified number of participants per group - the trainer-trainee ratio.

8 7. 3. 1 Selecting Facilitators The requirements for facilitators will be as follows: • Proven training and knowledge expertise within the DBE or PED or Teacher Unions • Management or Supervisory experience • Previous training experience in the education sector • Extensive knowledge of Performance Measurement Systems, Educational policies and the legislative framework within which they operate • Sound knowledge of MS word, Excel and Power. Point • Good presentation skills • Contactable by means of phone/cell phone and e-mail.

Point slides and a training toolkit will ensure that the quality of training will remain equal for all groups. • Group discussion • Embracing a system of acknowledging good and positive contribution • Using examples that are relevant to the classroom and school environment

11 7. 3. 4 Roles and responsibilities of structures: National Training Team (NTT) •

11 7. 3. 4 Roles and responsibilities of structures: National Training Team (NTT) • The National Training Team (NTT) will consist of national and provincial departmental officials as well as teacher unions as represented at the Education Labour Relations Council (ELRC). • The NTT will undertake the following: o participate in the development of training resources and facilitate the training of the Provincial Training Team (PTT); o provide each province with a QMS training toolkit for schools; and o monitor and report on training undertaken by PTTs in provinces.

12 7. 3. 5 Roles and responsibilities of structures: Provincial Training Team (PTT) o Provincial Training Team will consist of: § teacher unions represented at the PELRC § provincial/district performance management coordinators § district officials and circuit managers. o The PTT will: § plan and develop a training schedule of educators in each district § structure and facilitate training of all educators from each school § provide each school principal with a QMS training toolkit § conduct parallel training sessions in districts across the province § Make arrangements to mitigate risks e. g. load shedding, inclement weather, etc.

13 7. 3. 6 Principal and Circuit Manager o Principal § The principal (supported

13 7. 3. 6 Principal and Circuit Manager o Principal § The principal (supported by SMT members) will engage in continuous capacity building of educators on the QMS in their schools; and § Follow-up training will be based on the QMS training toolkit for schools. o Circuit Manager § Support principals in the capacity building of educators on the QMS § Monitor and report on follow-up capacity building undertaken by principals in schools. § Monitor and support QMS training in schools after completion of the first training session

14 7. 3. 7 Training Approach (National / Provincial) o A core team at national level will be formed to facilitate the training of the NTT. o NTT will facilitate the training of the PTT. o Two (2) days to be allocated for the training of NTT and PTT; o The maximum number of participants during the training of NTT and PTT will be: § NTT - 50 § PTT - 30 o Duly signed attendance registers to be available for each day of training. o Ensure that teaching time is protected when scheduling the training programme o Each province to identify: § A lead NTT member in the province § A lead PTT member in each district. o The lead facilitators will be responsible for the development and submission of monthly progress reports.

15 7. 3. 8 Training Approach (School-based educators) o Four (4 -5) hours to be allocated for the training of each group of school-based educators, including SMT o Training will be facilitated by the PTT o 2 -3 trainers to be assigned per training session for schoolbased educators o A maximum of 50 participants in each training session o The training schedule to include, among others, the following: dates, time, venues, number of participants and school names. o An attendance register to be completed for each training session o Feedback questionnaire to be completed by participants

16 7. 3. 9 Training Venues o. Teacher Centres as well as school/community halls, district offices and schools to be used as venues for the training; o. Training venues should be in close proximity to schools of the trainees; and o. Each training venue will have a lead facilitator.

18 7. 3. 10 Training material and resources (cont. ) o Resources will be developed as follows: § QMS toolkit for training facilitators of the NTT and PTT § QMS school training toolkit for training all school-based educators. o Resources will be budget dependent and include the following: § ELRC Collective Agreement 02 of 2014 § Training Manuals § Posters § Flyers / Pamphlets § Video Clip § Flow Charts § Power. Point Presentation § QMS Instruments, inclusive of work plan templates o Resources on the QMS will be available electronically on a flash drive or CD and will be uploaded on relevant websites of the department and social partners. o Printing and distribution of hard copies where possible.

20 7. 3. 12 Monitoring and Reporting o The purpose of monitoring QMS training by the NTT and PTT is: § to assess the actual training progress § to identify challenges § to provide recommendations for intervention o Core Training Team will monitor training undertaken by the NTT o The NTT will monitor the PTT while educators are being trained o NTT provincial heads will submit monthly and quarterly progress reports to DBE
