Indicators of Progress • Within the Paris Declaration there are 12 Indicators of Progress • We will look at these to see the progress made and steps being taken to improve in Rwanda. July 28, 2005 External Finance Unit - MINECOFIN
Ownership 1. Partners have operational development strategies – Number of Countries with national development strategies (including PRSs) that have a clear strategic priorities linked to medium-term expenditure framework and reflected in annual budgets. ü ü ü July 28, 2005 Rwanda has a well elaborated PRSP and soon to have a PRSPII Sector Plans have been formulated to a varying quality There is an MTEF in place – Needs improvements in aligning with new Sector Plans and Integration of Recurrent and Development Budgets External Finance Unit - MINECOFIN
Alignment 2. Reliable Country Systems – Number of partner countries that have procurement and public financial management systems that either (a) adhere to broadly accepted good practices or (b) have a reform programme in place to achieve these. ü ü ü July 28, 2005 National Tender Board in place and effective MTEF, accounting and audit reforms achieved Still need improvements in areas, including integration of the recurrent and development budgets and expenditure performance monitotring. External Finance Unit - MINECOFIN
Alignment (cont…) 3. Aid flows are aligned on national priorities – Percent of aid flows to the government sector that is reported on partners’ national budgets. ü ü July 28, 2005 Still poor, although improving; Improvements to the development budget and the EFU’s new database will improve data collection; But will also require work from development partners; Sector Budget Support and partnership framework in education sector are being employed to improve this. External Finance Unit - MINECOFIN
Alignment (cont…) 4. Strengthen capacity by co-ordinated support – Percent of Donor capacity building development support provided through coordinated programmes consistent with partners’ national development strategies. ü ü ü July 28, 2005 Capacity building has been unstructured and unaligned with national priorities; The setting up of HIDA will improve this; Education and Health Sectors are leading the way in developing pooled funds for Capacity Building. External Finance Unit - MINECOFIN
Alignment (cont…) 5. Use of country systems - % of donors and aid flows that use partner country procurement and/PFM systems, which either (a) adhere to broadly accepted good practices or (b) have a reform programme in place to achieve these. ü ü July 28, 2005 Massive improvements to budgeting, accounting, auditing and tendering processes to improve this; Still reluctance from some donors to see these as adequate to their needs. External Finance Unit - MINECOFIN
Alignment (cont…) 6. Strengthen capacity by avoiding parallel implementation structures – number of parallel project implementation units (PIUs) per country. ü ü July 28, 2005 Still a large number of PIU’s with numerous reporting formats and implementation structures; Needs development partner help to align behind one implementation structure External Finance Unit - MINECOFIN
Alignment (cont…) 7. Aid is more predictable – Percent of aid disbursements released according to agreed schedules in annual or multi-year frameworks. 1. 2. 3. 4. July 28, 2005 General Budget Support is still unpredictable, within year; Proposed Common Performance Assessment framework, to improve situation; Majority of GBS donors are looking seriously at multi-year commitments and avoiding in-year disbursement delays; Project execution predictability still poor. External Finance Unit - MINECOFIN
Alignment (cont…) 8. Aid is untied – Percent of bilateral that is untied. ü ü July 28, 2005 Much of aid is still tied to goods and services from the donor country; Little attention has been paid to this aspect compared with other areas of alignment; External Finance Unit - MINECOFIN
Harmonisation 9. Use of common arrangements or procedures – Percent of aid provided as programme-based approaches. 1. 2. 3. July 28, 2005 The lack of sector plans in the past has made this difficult Now that Sector Plans have been elaborated – need to see more aid backing sector plans and in response to financing needs Joint Education Sector Support, is an interesting move in the right direction External Finance Unit - MINECOFIN
Harmonisation (cont…) 10. Encourage shared analysis – Percent of (a) field missions and/or (b) country analytic work, including joint diagnostic reviews. ü ü ü July 28, 2005 Improving with Joint Budget Support Review and some sector reviews; Need all Sectors to have annual Joint Reviews; Still need to coordinate review processes more as puts great strain on government. External Finance Unit - MINECOFIN
Managing for Results 11. Results-orientated frameworks – Number of countries with transparent and monitorable performance assessment frameworks to asses progress against (a) the national development strategies and (b) sector programmes. ü ü ü July 28, 2005 Common Performance Assessment Framework envisaged; CPAF will be derived from Sectoral Performance Assessment frameworks; Joint Education Sector Support, (again) leading the way. External Finance Unit - MINECOFIN
Mutual Accountability 12. Mutual Accountability – Number of partner countries that undertake mutual assessments of progress in implementing agreed commitments on aid effectiveness including those in this Declaration. ü July 28, 2005 Independent Performance monitoring body to be discussed in the next session; External Finance Unit - MINECOFIN
Overall • Overall, a lot has been achieved in the 12 areas, but there is still a great deal that needs to be achieved. • The Common Performance Assessment Framework will be discussed in the next session • We will now look at the Government’s proposed Aid Policy Document… July 28, 2005 External Finance Unit - MINECOFIN
The Aid Policy Document • The APD will provide the coordinating base for all work to improve how the Go. R manages aid; • It is not simply a Harmonisation and Alignment document. It will look at all issues affecting aid management in Rwanda; • It will be a Government Policy and will not be signed-up-to by development partners; July 28, 2005 External Finance Unit - MINECOFIN
APD vs. JAS • The APD is not a Joint Assistance Strategy and is more of a technical working document to set out a scheme of work to improve government systems for aid management; • It will contain a set of reforms to Government processes but we envisage that it will also contain a number of requests for reforms from our development partners; • These requests could form the basis of discussion for a Joint Assistance Strategy; • The APD will tell us more about whether and when to have a JAS July 28, 2005 External Finance Unit - MINECOFIN
Process for elaborating the APD All work on Aid Policy will be taken into account when writing the APD § Baseline Survey (August/September 2005) – To get a picture of all aid in Rwanda § Options Paper Consultancy ( August / September 2005) – To undertake a full review of Aid Management Systems in Rwanda and present reform options. § Final Aid Policy Document to be completed before end 2005 § July 28, 2005 External Finance Unit - MINECOFIN
Process for elaborating the APD • Consultation with Stakeholders Although it is a Government Document, it must be consultative in order to create a workable strategy; § The drafters will consult heavily with line ministries, development partners, NGOs and Civil Society. § All stakeholders will also have a chance to comment at the following times: § • • DPCG August 31 st – Launch of the consultancy process Initial work of consultants/Options Paper: - • • July 28, 2005 22 nd September – ½ day workshop for Line Ministries DPCG 29 th September – For development Partners DPCG October 27 th – Advanced Draft to be distributed DPM – November 9 -11 th – Advanced Draft Discussed.
