Open. HIE In Action 2019 An Advocacy Deck for the Open. HIE Community and its Supporters Last Updated: December 9, 2018
Purpose This presentation is designed to be used broadly by Open. HIE community members to update various audiences on current and future use cases for Open. HIE in order to: • • Illustrate the value of Open. HIE for specific health programs and digital health interventions Present a clear picture for how health programs, governments, and other organizations can use Open. HIE • Advocate for funding with donors • Engage existing and prospective Open. HIE community members in new efforts to improve Open. HIE in 2019 Audiences ● Health program leaders ● Governments and regional organizations creating or implementing digital health strategies ● NGOs and privatesector implementers ● Donors investing in global goods in digital health ● Prospective Open. HIE community members
Open. HIE is a Global Mission-Driven Community of Practice Dedicated to improve the health of the underserved through open and collaborative, development and support of country driven, large scale health information sharing architectures. ● ● ● Enabling large scale health information interoperability Offering freely available standards-based approaches and reference technologies Supporting each other’s needs through peer technical assistance communities Open. HIE architecture for sharing health information

Use Case: Maternal Health Open. HIE has contributed to the architectural design of the Mom. Connect national pregnancy registry solution within South Africa. It has guided conversations to support data exchange and interoperability between systems. Mom. Connect is one of the largest pregnancy registration initiatives globally and allows for health service planning and health informative targeted messaging to mothers. It is being expanded to provide education for nurses as well as moving to first 1000 days of life. Key focus DHIs:
Use Case: Civil Registration and Vital Statistics (CRVS) Open. CRVS (www. opencrvs. org) is a response to the need for an accessible available CRVS system. Open. HIE has provided the architectural framework and data exchange patterns to model CRVS data flows as well as links to health systems to leverage events (such as birth and immunisations events). Open. HIE leapfrogged the interoperability architecture for the initiative. Open. CRVS is being deployed in Bangladesh in 2019 where it is linking to existing community health programs Key focus DHIs:
Use Case: Immunization The Better Immunization Data (BID) Initiative, led by the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) in Partnership with PATH and funded by the Bill & Melinda Gates Foundation aims to support Tanzania to enhance immunization and overall service delivery through improved data quality and use. Objectives: • Improve immunization data quality and availability. • Increase data use and decision skills at all levels of health system. • Build motivation to use data to improve performance. • Increase capacity to monitor performance. Use Case: HIV/AIDS ● ● Supports PEPFAR’s strategy for accelerating HIV/AIDS epidemic control by leveraging all available data for “continuous use of granular epidemiologic and cost data to improve partner performance and increase program impact and effectiveness. 1” Developing interoperable infrastructure, components, features, and apps that work with DHIS 2/DATIM Partnering with stakeholders to use these tried and tested tools, resources, and efficiencies. Operationalizing the “collect once use multiple times” paradigm hence moving closer toward the “Third One” or one agreed-on country-level M&E system. Example ● DATM 4 U Aggregate Data Exchange ● Goal: to send aggregate indicator data from one system or Health Information Exchange to another. ● Status: Successful Pilot Key focus DHIs: Source: 2018 Open.
