Department of Social Justice Introduction Background 1 and As India experiences sustained periods of growth, the population will become healthier and live longer. Research indicates that 12% of India's population will be over the age of 60 by 2030 and according to the UN population fund; this is expected to increase to 19. 4% by 2050. As people are living longer post retirement, the challenge is to find ways to remain actively engaged and productive, with dignity and involving all the following stakeholders of elderly sector: - i. Elderly themselves (Rural/Urban of all ages Male and Females, Bedridden persons. ii. Their informal caregivers/families(unpaid) in the community. iii. Formal Caregivers (paid). iv. Govt. be it in Elderly care or Social justice or Health or State Govt. in general especially people at grass root/cutting edge level. v. Care Institutions. (public/Private) vi. Department of Social Justice Implementation Mechanism 10 • The Na. PSr. C will be implemented by the Do. SJE in collaboration with the other Ministries/Departments of • the Go. I as and when required and with active support and cooperation of the State Govts. • The Social Defence Division and • NISD in Do. SJE will be implmenting divisions and would be resposible for conceptualizing, framing & implementing the activities of the NAPSr. C across the country and liaison with various stakeholders for • conduction of programmes covered under NAPSr. C. • State Govts will frame their State Action Plan in view of specific • requirements of the States. Ministry would decide notional allocation for each of the components under this scheme at beginning of each FY. Director, NISD is authorized to approve and release the funds for different projects/programmes under NAPSr. C, beyond delegation of powers mentioned in by-laws of NISD. Mo. SJE would review & modify the guidelines and implementation arrangements based on progress of implementation of NAPSr. C. Every organization/institution receiving funds under this scheme

Implementation Mechanism Department of Social Justice • 11 • • • a) b) Steering Committee would be constituted under the Chairpersonship of the Secretary/Addl. Secretary, Do. SJE including delegates from Ministries/Departments, NISD, RRTCs dealing with matter of Senior Citizens. The Joint Secretary (Social Defence) will be the Member Secretary. Project Management Committee would be constituted under the chairpersonship of Joint Secretary (Social Defence), Do. SJE to monitor the implementation of components under this scheme on monthly basis. A Screening Committee under the chairpersonship of Director NISD will be constituted to recommned the proposals for funding under the NAPSr. C. Recommendations of the Committee will be approved by Joint Secretary (SD) in the Department of SJE. Tenure of each committee will be one year. Monitoring will have 3 components: Regular progress reporting through PMC on the basis of MIS reports, Syncing of MIS into a master MIS, Dashboard Half yearly progress monitoring through Steering committee every 6

Monitor progress of all prorgammes implemented under NAPSr. C and under State Action Plan. Handholding of implementing agencies in the filed whenever required. Close and regular monitoring of all Senior Citizens Homes and Day Care Centres through visists and other mechanisms.
