The Philippines CBRN National Action Plan
Purpose of the National Action Plan The National CBRN Action Plan identifies measures to strengthen capacities against CBRN risks, in particular: • • Identify gaps in capabilities and elaborate concrete actions to fill gaps Improve international coordination and harmonization of existing instruments
Three-step process Drafting National CBRN Action Plan Step 1 Identification of key CBRN areas of risk Step 2 Identification of national CBRN capabilities to be strengthened Step 3 Elaboration of actions to enhance national CBRN capabilities
Step 1: Identification of risks Risk scenarios covering a range of CBRN contingencies: • Natural CBRN hazards Disease, earthquakes, floods impacting CBRN material • Accidents Industrial, laboratory accidents, other • Criminal CBRN hazards Terrorism, sabotage, illicit CBRN trafficking Theft of CBRN material and technology Attack/sabotage of CBRN facilities CBRN trafficking Attack on public/individuals Improper disposal Accidental CBRN release Contamination Natural disaster release of CBRN Disease outbreak SCENARIOS • • •
Step 2: Capacity Prevention CBRN facilities; registry/inventory of dangerous CBRN materials; threat & risk assessments at highrisk industrial installations; screening/reliability checks on personnel; security measures for the transport of CBRN materials; import/export control measures; etc. Detection equipment/ methods for different categories of CBRN materials; CBRN detection training; specialized laboratories for analysis and identification of CBRN materials; early warning systems; etc. analysis Preparedness & Response National CBRN emergency response plan; provincial CBRN emergency response plans; CBRN site emergency response plans; CBRN response training and exercises; etc. CBRN Governance National legislation/ regulations related to CBRN materials; international treaties and partnerships dedicated to control/ prohibition of CBRN materials; inter-agency coordination; national programme to promote CBRN safety and security culture; etc.
Why is the Philippine CBRN NAP important? “This CBRN National Action Plan (NAP) offers a unified approach to build the capacity of the Philippines to respond to the risks associated with CBRN materials whether they are of natural, accidental, or intentional/ criminal origins. “ “It establishes priority actions for enhancing capabilities to predict, prevent, prepare, and perform mitigating activities on CBRN incidents and disasters; and, to conduct post-action activities. ” Source: Philipppine CBRN National Action Plan
How was the CBRN NAP produced CBRN NAP has been produced by relevant government agencies and institutions that worked together under the coordination and supervision of the National CBRN Team of the Philippines. The National CBRN Team has drafted this NAP with the support of the UNICRI experts, through the framework of the EU CBRN Co. E initiative. In particular, the Philippines held several workshops with the involvement of the Philippine National CBRN Team and UNICRI experts in order to explore key CBRN risks, capabilities, and potential capacity-building actions.
The Goal of the Philippine CBRN NAP To reduce threat of, and damage from CBRN incidents of accidental, natural, and intentional origin, including terrorist acts.
CBRN NAP Strategic Objectives • To establish a system of sustainable National CBRN policies, programs, standards, training and concepts • To create an effective, modernized and inter-operable group among agencies that will respond to all CBRN threats and incidents, with emphasis on: • • Capacity Building/ Training of the inter-agency group, and Adequate equipment for CBRN personnel and supporting agencies • To promote public awareness and optimize information on CBRN incidents and materials • To protect the general public and the environment from the threats posed by high risk CBRN materials • To strengthen and enhance the capabilities of response teams in effectively and efficiently addressing CBRN incidents
