Smart Specialisation in Lapland 3/5/2021 • The S 3 story began in 2012 - Arctic Specialisation Programme • Lapland is the EU’s gateway to the Arctic • Vast deposit of natural resources, pristine and fragile Arctic nature Sustainable utilisation and refining of natural resources and conditions are the key factors to maintain the sustainable growth • Lapland wants to be in charge of its own development Strategic step- by-step implementation/approach – Arctic Smartness 2014; – Economy creating potential for innovation and entrepreneurship and strong RDI actors – mobilising them for regional benefit – Smart growth needs cross-cutting strategic approach strengthening the knowledge base – The region’s future is driven by innovative SMEs seeking growth – Tackling the lack of critical mass - “too few smart people”

5. 3. 2021 ARCTIC SMARTNESS ”…SEEKING THE ARTIC TRUFFLES. ” Smart specialisation is seen in Lapland as a very practical concept, bringing in new insights into regional development. Putting smart specialisation in to the practise has helped Lapland in finding new ways of working together and to develop common approaches towards regional development and to be active in seeking international collaboration. The regional council initiated the model for regional governance to identify the Arctic truffles to lead the Arctic Smartness "step-by-step" regional development approach. Arctic Smartness is reaching towards the S 3 vision by having focus on regional clusters and ecosystems that support the cocreation, development of new regional value chains and innovation activities of small and medium size enterprises (SMEs). All of the five clusters are implementing new local and European initiatives and projects creating a breeding ground for growth in the regional economy. 4
