2016 Stormwater Management Manual Overview SWMM Team Ivy Dunlap, Alice Coker, Henry Stevens and Emily Hauth, Bureau of Environmental Services
Presentation Overview • Schedule for 2016 Stormwater Management Manual (SWMM) • Quick SWMM primer • What’s new or clarified (per chapter) • Review of the new Presumptive Approach Calculator Environmental Services l 2016 Stormwater Management Manual Overview 2
What is the SWMM? • Provides developers and design professionals with specific requirements for reducing the impacts of stormwater from new development and redevelopment projects. • Private & Public property, including ROW that develop or redevelop > 500 square feet of impervious surface. • Meet Regulatory requirements • SWMM updated about every 2 years Environmental Services l 2016 Stormwater Management Manual Overview 3
2016 SWMM Schedule • April 4 – May 5, 2016 Public review & comment period. • July 20, 2016 Council adopted the proposed changes to PCC 17. 38 • August 19, 2016 - SWMM and Source Control Manual become effective. • November 21, 2016 – end date to use either 2014 or 2016 manuals. After this date only 2016 SWMM applies. Environmental Services l 2016 Stormwater Management Manual Overview 4
Revised and Improved SWMM Goals: • Reduce duplication and improve consistency throughout the document • Chapter 4 Source Controls is separate Administrative Rule – No changes to content at this time • Update user interface for Presumptive Approach Calculator Revisions: • Complete reorganization of the Appendices – Major restructuring of Chapter 1; consolidate all policy from Appdx A – Moved drainage reserves out of the Appendices – Typical details, submittal guides & plant list now Chapter 2 – Updated stormwater facility design criteria and typical details – Operations & M requirements per private or public facility • New look/New font - slimmer and easier to read Environmental Services l 2016 Stormwater Management Manual Overview 5
Chapter 1 – Requirements and Policies 1. 1. 3 Relationships to Other Requirements sections from through out the 2014 SWMM 1. 2. 3 Stormwater Retrofits 1. 2. 4 New Exemptions – Maintenance of existing culverts and water crossing structures – Soft surface trails in drainage reserves – Stand alone projects that consist solely of safety improvements Environmental Services l 2016 Stormwater Management Manual Overview 6
Port of Portland Stormwater Design Standards Manual (SDSM) • Potential Port of Portland areas exempt from the SWMM – Project is located within the airfield security fence – Discharges entirely to the Port System • contact Port of Portland staff to determine applicability of this exemption. Chapter 1 – Requirements and Policies 1. 3. 1 & 1. 3. 7 Infiltration and Discharge Hierarchy – New Graphics Environmental Services l 2016 Stormwater Management Manual Overview 8
Under Ground Injection Controls (UIC) 1. 3. 3 Infiltration Requirements • Roof runoff AND pedestrian-only plaza areas can drain directly to UICs • Expand “Discharge to UIC” criteria to now include: – Residential streets (<1, 000 trips/day) – Residential driveways – Small parking lots (<50 spaces) – Spill control and additional pollution reduction-private systems will need lynch-style catch basin; public systems will need sedimentation manhole Environmental Services l 2016 Stormwater Management Manual Overview 9
Chapter 1 – Requirements and Policies • 1. 3. 4 Drainage reserve policy requirements moved from Appendix A. 3. – Not new but now integrated into stormwater conveyance requirements • 1. 6 Administrative Reviews and Appeals. – New bureau-wide process. – Request administrative review within 20 days of receiving a notification. • Reviewable: interpretation of items in Chapter 1. • Not reviewable: Technical standards in Chapter 2 & 3. Chapter 2 2. 3. 4 Design Criteria • Presumptive options for PAC only • Remove O&M • ROW vs. private property Setbacks: Setback requirements vary by location. Private property requirements: Infiltration swales are typically set back 5 feet from property lines and 10 feet from building foundations. There are no setback requirements for lined swales. See Table 2 -1 for more information on setbacks. Right-of-way requirements: If a basement is within 10’ of an infiltration swale, a partial liner may be required on the basement side of the swale.
