TEACHER INCENTIVE ALLOTMENT-SUMMARY • HB 3 provided an allotment that provides the opportunity for teachers to earn additional money based upon their T-TESS score and Student Growth measures. • A teacher may earn 1 of 3 designations: • Recognized • Exemplary • Master • Palestine ISD is applying as Cohort A and, if approved by both TEA and Texas Tech, will receive funding in the fall of 2020.

TEACHER INCENTIVE ALLOTMENT-SUMMARY • Teachers who are approved for a designation will… • Have the designation added to their certification for 5 years • Be identified state-wide in a TEA listing • Receive extra money based upon the designation, the economically disadvantaged percentage of the campus, and the rural status of the campus • During the 5 year designation, a teacher may… • Continue to be evaluated annually • Be recommended for a higher designation based upon the same performance measures • Have a change in the amount of compensation based upon changes in the economically disadvantaged percentage of the campus, the rural status of the campus, a movement to a different campus/district, or significant negative changes in performance • After 5 years the teacher will have to requalify for a designation

QUALIFICATIONS – FOR COHORT A • Must have a valid teacher certification • Must

QUALIFICATIONS – FOR COHORT A • Must have a valid teacher certification • Must be coded in PEIMS as a teacher for at least half a day • Must teach a minimum of 2 classes in the subject being evaluated (4 th grade and up) • Must have been employed by PISD in the 2018 -2019 school year • Must have a completed T-TESS observation and summative for the 2018 -2019 school year • Must have a valid and reliable student growth measure for the 2018 -2019 school year • Cohort A will focus on: 4 -8 Math teachers, 4 -8 Reading teachers, Algebra I teachers, and English II teachers • Optional: National Board Teacher Certification

QUALIFICATIONS – FOR COHORT A • In future years, the plan is to add other teachers: • 2021, Core teachers who are not STAAR tested or who do not receive a growth measure from STAAR • 2022, Non-core teachers

CALCULATING THE RATING – T-TESS • Based on rating for Domain II – Learning and Domain III – Instructional Environment • Must not have any score below proficient in each of the 2 domains • Scored using a 5 -point scale: Distinguished Accomplished Proficient Developing 5 4 3 2 Improvement Needed 1 • Must have minimum overall average of 3. 5 (70%) --- Domain I and II have 8 dimensions, each scored 1 -5 A teacher must have a minimum score of 3. 5 in order to continue to be considered for a designation.

BENEFITS • The designation is place on the teacher certification for 5 years •

BENEFITS • The designation is place on the teacher certification for 5 years • The teacher, along with their designation, will be placed on a listing by TEA • The designated teacher will receive extra money based upon the designation, the economically disadvantaged percentage of the campus, and the rural status of the campus • The money earned by the teacher will be paid out at the same time as and will take the place of the traditional teacher incentive

If a teacher is ineligible for the new plan, they may still qualify under the traditional plan. For a teacher who qualifies, the new incentive plan will take the place of the traditional incentive plan.
