PEGASUS AIRPARK A prosperous Helicopter & Jet friendly community
PURPOSE To assist community members in making an informed decision on the future of helicopter and jet operations as well as the sale of jet fuel at Pegasus Airport by providing a plan that mitigates all noise and safety concerns related to these operations. Such operations would place Pegasus on par with other valley community airfields in terms of operations, thereby increasing its marketability and thus, the property values of the airpark and those in the local vicinity.
PROBLEM STATEMENT How to convince the city to change existing town stipulations to allow jet & helicopter operations and the sale of jet fuel at Pegasus Airpark. Although Airpark residents overwhelmingly support these operations local residents’ primary concern to these operations are excessive noise, aircraft nuisance, safety, and jet fuel volatility.
PROPOSAL Modify the town stipulations to allow jet and helicopter operations and the sale of jet fuel on Pegasus Airpark by submitting a deliberate plan that will mitigate all of the real and perceived community concerns while explaining the real benefits that both the airfield and local residents will reap through increased sales, higher occupancy rates, improved security, reduced foreclosures, and resulting higher property values within the community and in neighboring areas.
HOW DO WE DO THIS? ► Restrict the types and specific operations of jets and helicopters that can operate on Pegasus § § Certain stage III and all stage IV noise rated jets R-22 and similar typical GA helicopters Limited helicopter operations areas Specified helicopter departure and arrival procedures ► Keep Day/Night Noise Levels within the CC&R limitation of 65 DNL at designated perimeter points ► Show that the jets & helicopters we propose to allow are as quiet as, or minimally louder than current acft ► Show that Jet fuel is actually less volatile than AVGAS
FACTS ►Pegasus Airpark is the only residential airfield in metropolitan Phoenix that does not allow jet or helicopter operations. ►Pegasus Airpark properties have depreciated in value ~20% more than all other residential airfield communities in the valley ►Pegasus Facts and Figures § Pegasus’ 5000 ft runway vs Stellar’s 3913 ft § 2 homes vandalized and multiple thefts in past 12 months § 15 current repossessions § 2 taxiway homes for sale with zero offers § We are the only airport in Phoenix with available hangars for sale § There is a 10 year waiting list for hangars at all other airports (Chandler, Falcon, Scottsdale, Stellar, Deer Valley, Gateway, Casa Grande) § We have the lowest priced aviation lots in Phoenix
HISTORY ►Town stipulations exist against jet and helicopter operations and the sale of Jet fuel at Pegasus Airpark, effective July 20, 1994 under Special Use Permit (SUP) No 0794 and revised to SUP SU 01 -97, March 18, 1998. ►Aug 11, 2007 -HOA Meeting-Airpark residents overwhelmingly support allowing jet and helicopter operations at Pegasus as well as the sale of Jet fuel. ►Feb 19, 2008 (Modified May 13, 2008) Pegasus Airpark requests the removal of these stipulations to allow jet and helicopter operations on the airfield as well as jet fuel sales.
MYTH or FACT? ! H T Y Jet operations will definitely create more noise for both airfield residents and the neighboring communities. M
LESS NOISE! The majority of newer light jets actually produce less noise than some of the piston driven aircraft currently operating on Pegasus, particularly at Take-Off. EXAMPLE Data JET Aircraft Dba @ TO /LDG Propeller Aircraft Dba @ TO /LDG Mitsubishi MU 300 71. 9/77. 2 Aerostar 601 P 80. 0/79. 1 Eclipse 500 54. 9/72. 8 Bonanza A 36 -single 67. 8/64. 0 Cessna Citation Encore 58. 3/83. 0 Cirrus SR 22 73. 6/63. 8 Citation Bravo 550 61. 3/82. 3 Cessna 310 Q 68. 0/73. 0
DAY/NIGHT AVERAGE NOISE LEVELS (DNL) ►Pegasus Airpark CC&Rs limit the Day/Night Noise Levels to 65 DNL limits at any of 8 points identified on the airfield perimeter:
ARMSTRONG CONSULTANT’S INC. DNL STUDY OF PEGASUS AIRPARK (MAY 1, 2008) CONDITIONS YEAR #ACFT ANNUAL OPS JETS 1 ROTORCRAFT 2 2007 18 1790 0 0 2012 41 4, 059 1 2 2017 66 6, 534 3 5 1 – Used Cessna Citation 550 B 2 – Used Hughes 500 D for calculations
DNL STUDY FINDINGS Maximum Forecast DNL on Perimeter MAX DNL 2007 2012 2017 46. 8 49. 0 52. 4 Armstrong Consultant’s Inc. Noise Study (May 1, 2008) Even with a significant increase in numbers of aircraft, their associated operations, and the inclusion of jets and helicopters, the DNL still does NOT come close to exceeding the CC&R requirements!
QUIET & SAFER TOO! ►Jets: § § § § Fly a traffic pattern 500’ higher than piston aircraft Climb to altitude faster than piston aircraft Are certified to higher standards Have redundant systems More reliable than piston aircraft Typically flown by more experienced pilots Typically flown far less often than piston aircraft
MYTH or FACT? ! H T Y M Helicopter Operations are always a nuisance!
HELICOPTERS ►Helicopters § § are better able to mitigate noise by: Climbing and descending at steeper angles than fixed-wing Climbing to pattern altitude while still over the airfield § Flying smaller traffic patterns § Following noise-abatement procedures ►The Hughes 500 and the R-22 are two of the most common and popular helicopters
JET FUEL ►Jet Fuel is a kerosene and therefore has a lower flash point than gasoline = less volatile ►Safer to store and dispense ►Having Jet-A fuel available would reduce number of flights and therefore, traffic on the airfield
PROPOSAL Modify the SUPs to allow small jets and helicopter operations on Pegasus Airpark as well as the sale of Jet fuel and the community will enforce the following limitations: ► Jets: ► Must be able to safely conduct operations on a 5 k ft runway ► Must never exceed the runway’s 12, 500 lb designed weight ► Will meet, at a minimum, stage III or better noise requirements ► Helicopters: ► Will develop and follow helicopter departure and arrival procedures for noise abatement ► Will depart & arrive to & from pattern altitude over Pegasus to reduce noise outside the airpark to a level less than that of fixed-wing aircraft. (Procedures to be published in Airpark Ops/Safety Regs)
PROPOSAL (Cont’d) § Helicopters (continued) ► Will § § § only be operated from predetermined locations on: Main taxiways Runway Hangar ramp area ► Will be towed to and from designated operating areas ► Will never operate from private houses ► Will never fly over or next to homes ► Will never depart or arrive over adjacent property to the edge of Pegasus, avoiding low flights over neighbors Under no circumstances will the 65 DNL limitation be exceeded These procedures will be spelled out in the Pegasus Airpark Operation and Safety Regulations
BENEFITS ► GOOD for the airfield ► GOOD for aviation ► GOOD for the community § Increased Development § Continued Build-out § Improved Security § Improved Property Value and Income for town § Brings in a great part of the aviation community § Minimal noise difference
