Background Information Senate Bill 175 (2019) calls for the Kentucky Department of Education (KDE) to implement a process for reviewing all academic standards and aligned assessments beginning in the 2017 -18 school year. The current schedule calls for one or two content areas to be reviewed each year and every six years thereafter on a rotating basis. The rotation schedule began in the summer of 2017 by soliciting feedback on English/language arts, mathematics and health/physical education standards. Reading and writing (English/language arts) and mathematics were the first to be reviewed for the Kentucky Alternate Assessment with a quick follow up of new social studies standards. As noted in Senate Bill 175, the changes that occur and apply to all areas of learning must also apply to the Kentucky Alternate Assessment-June 19, 2020 2

Kentucky Academic Standards Selection September 2019: } During the week of September 16 -20, elementary, middle and high school alternate assessment teachers and content teachers from across the state met and prioritized Kentucky Academic Standards for each grade and content area based on instructional significance. Kentucky Academic Standards and Alternate Assessment Targets } Reading, mathematics and social studies will be represented by 10 Kentucky Academic Standards. Writing will continue to be represented by 6 Kentucky Academic Standards. Not every standard will contain an AA Target; some standards may have no limitations. Timeline of Alternate Assessment Targets Development December 2019 and January 2020: } Kentucky Department of Education (KDE) content, special education and assessment/accountability consultants along with Regional Low Incidence Consultants met to develop Alternate Assessment Targets. The intent of the target was to reduce the depth and breadth of the Kentucky Academic Standards when possible without breaking alignment. Kentucky Alternate Assessment-June 19, 2020 6

Alternate Assessment Targets (continued) } Increased number from 6 to 10 standards (except writing) in order to allow more flexibility in covering content both in a collaborative or resource settings, and to write assessment items. } The original intent by the United States Department of Education (USED) was to assess all Kentucky Academic Standards. Defining an Alternate Assessment Target An Alternate Assessment Target represents limits to a selected Kentucky Academic Standard. An Alternate Assessment Target may reduce parts of the standard with specific guidance to what an assessment item could represent. Not all Kentucky Academic Standards selected for assessments will have an Alternate Assessment Target and may display the language: “No limitations. All parts of the Kentucky Academic Standard are eligible to be included as an assessment item. ” This would mean that the entire standard in its original form is reduced in depth and breadth and is eligible in its entirety to be used in the development of assessment items. Alternate Assessment Target: No limitations, all parts of the Kentucky Academic Standard are eligible to be included as an assessment item. Analyze the structure of the U. S. government, including separation of power and its system of checks and balances. Alternate Assessment Target: No limitations, all parts of the Kentucky Academic Standard are eligible to be included as an assessment item. Kentucky Alternate Assessment-June 19, 2020 Disciplinary Clarifications Americans can demonstrate good citizenship by participating in the election process, contributing to their community through public service, helping others in their school and community and understanding current events. The Articles of Confederation formed shortly after the beginning of the Revolutionary War. This governing document ensured state sovereignty, allowing each state to be independent and govern itself. The Disciplinary Clarification includes sample ideas of content and concepts to help teachers better understand the expectations of the standards. 10

Kentucky Alternate Assessment-Junean 19, assessment 2020 Multidimensionality Green (italic) = Comprehension Purple (bold) = Analysis MAROON (CAPS) = CONTENT In both written and oral expression: a. Demonstrate the understanding that usage is a matter of convention, can change over time, and may be contested. b. Resolve issues of complex or contested usage, consulting references as needed. The multidimensionality is color coordinated to show the different parts of the standard and what each part represents. 11
