ECRV History q In 2000 the Detroit ARC Obtained a Donation of 10 Ford Excursions and Gave 9 of Them to National ARC q Project Committee of Communications Experts Designed Vehicles With the Following Goals: § Provide Required Capabilities, Equipment and Frequencies § Amateur Radio Was Considered an Integral Part § Self Sufficient in Providing Power § Deployable Within 4 -8 Hours q Value Estimated at Over $300, 000 q Majority of All Equipment Donated by Vendors
Deployment Priorities 1. National Disasters in Support of a Red Cross Disaster Relief Operation (DR) as directed by National Disaster Operations Center (DOC) and the Job Director. 2. Local Disasters in Support of Local Red Cross Chapter Disaster Relief. 3. Support of Public Events as Directed by Local Red Cross Chapter. 4. Call Local Red Cross Chapter to Request Deployment* *Sponsoring agencies/chapters may need to pay for food and overnight lodging
Training q Enroll in the Disaster Services Human Resources (DSHR) System, Complete First Aid & CPR Course and Medical Evaluation q Complete Introduction to Disaster Services Course (ARC 3066) q Drivers License, Valid Insurance, Provide Copy of Driving Record q Defensive Driving Course or Emergency Vehicle Operating Certificate (EVOC) q ECRV Training Course – 2 ½ Days Plus OJT
Client Assistance System q Disaster Assessment and Case work is done by Red Cross workers using laptop computers at the clients location. q Has just been deployed for the first time on two national disasters. q This data is then synchronized with a database which also activates cash cards provided to clients. q This synchronization is done wirelessly to the ECRV, by telephone modem, or through connection to broadband connection at a Red Cross Chapter or Disaster Service Center.
