Scoping Report Activities • A reference document that defines each partnership’s unique vision, mission, objectives as well as opportunities for interregional cooperation in specific S 3 domains. • Based on a detailed understanding of regional assets and the targeted value chains • Identify key stakeholders aligned with value chains • Partners need to agree on the process for bringing a clear (narrower) focus to thematic area • Remember to go beyond S 3 /OP actions to collect information • Governance : Yes mobilise policy makers but maintain an operational and action oriented approach Action Plan @S 3 Platform s 3 platform. jrc. europa. eu JRC-B 3 - 3

Mapping Activities • Huge variety of resources and tools available for collecting data … but new / cross sectoral value chains can not always be measured through current statistics /datasets • Engaging with SMEs/companies can be challenging … timing is important … do not engage too early in the process • Start by working with business intermediaries … clusters are often mandated by regional authorities to participate in partnerships • Ultimately partners need to focus on identifying regional assets/resources that can benefit from interregional cooperation, scale -up and eventually co-investment • Capitalise and learn from pre-existing cooperation, Interreg Europe, Strategic Cluster partnerships, H 2020 Enhance impact @S 3 Platform s 3 platform. jrc. europa. eu JRC-B 3 - 4

Key Messages • Develop and adapt tools to the specific needs of your partnership … do not neglect qualitative survey tools… seek to add value not just data! • Face to face meetings are important as they build trust and understanding … essential for interregional cooperation • Share knowledge on funding tools at an early stage… smart combinations are necessary • Not a linear process… dynamic and living document. .
