1995 Monitoring Report Submitted by DPR RESULTS OF THIRD YEAR’S MONITORING: “ The Department monitors each Location for the presence of new trails to the beach, changes in parking patterns, new traffic problems, and any complaints from the public. There Continues to be no new environmental damage reported by the public or employees due to new trails. Local officials report no new traffic problems. ” Comment: Where is the data? 1 - They rely on members of the public or their employees to report environmental damage due to new trails. This does not indicate any real monitoring 2 -They rely on local officials to report traffic problems. 3 - There is nothing about any impact to the numbers of people using the beach

CURRENT PROPOSED MONITORING a. Baseline data and analysis done currently to develop the State Annual Statistical Report; b. Baseline data of park and parking lot use prior to operation of the APMs on five selected days as follows: (1) an off-peak week day, (2) an off-peak weekend, (3) a peak weak day, (4) a peak weekend, and (5) Memorial Day, the Fourth of July, or Labor Day. c. Any data collected analysis performed from use of the APMs at other parks prior to this permit authorization; This monitoring is insufficient 1 - It does not specify which parks. All 8? 2 - How about the roadside parking and pullouts? 3 - Baseline data- what is the method used to develop the State Annual Statistical Report? How is it relevant for these linear parks? 4 - One day for each of the 5 categories is statistically insufficient to be able to determine impacts. For example, if the one peak weak day chosen happens to have rain that day it will throw off all the analysis 5 - It does not provide any information relative to the issues of public safety and impact to ESHA

Senior Pass Taken from DRP website: LIMITED USE GOLDEN BEAR PASS - $20. 00 Calendar Year (Jan-Dec) / Non-Peak Season Persons 62 years of age or older are eligible to receive the Limited Use Golden Bear Pass. The pass entitles the holder and spouse or registered domestic partner entry to most California State Park operated units during non-peak season where vehicle day use fees are collected at no charge. The pass must be renewed each calendar year. It is not valid for use during the peak season from the Friday before Memorial Day through Labor Day at most state parks, and the Friday before Labor Day through Memorial Day at Anza-Borrego Desert State Park, Picacho State Recreation Area and Salton Sea State Recreation Area. ,

GOLDEN BEAR PASS APPLICATION: Taken from the DPR website: To qualify a person must be receiving Supplemental Security Income, receiving aid under the Cal. WORKS program and certified by a case worker, or be 62 or over with total combined Gross income that falls at or below the amount State has determined to be necessary to sustain the most basic needs Total Annual Gross Income cannot exceed: $11, 328 for a single person or $21, 012 for married persons or registered domestic partners. Must provide a complete copy of prior year’s state, federal or tribal tax return including all schedules and proof of filing. You must also claim any and all income not required to file Such as any worker’s compensation income.
