J: • Moroka (Soweto) – burglary residential and business continue to be problematic • Diepsloot – perception of safety after dark now improved by 10% • CBD East (Doornfontein, Ellis Park) – largely problems relating to common assault • CBD West ( Joubert Park) – largely problems relating to illegal firearms, youth and alcohol • Hillbrow – largely problems relating to drugs, assaults and illegal immigrants • Newtown – perceptions of safety in places of entertainment • Orange Farm – perceptions of safety after dark now improved by 10%

Portfolio Committee on Provincial and Local Government J MP D C r i m e A r r e s t s : 6 W e e k l y D a i l y T r e n d As part of Operation Token Days, it is clear that Thursdays and Fridays are quite busy with regard to crime – especially in Hillbrow and Joubert Park as indicated below:

Portfolio Committee on Provincial and Local Government Re s o u r c e s – a r e a s r e q u i r i n g a t t e n t i o n As part of the JMPD‘s preparation for Soccer World Cup 2010, the following areas will require more attention: • K 9 Unit – increase from 11 to 72 dog unit in order to ensure 24/7 monitoring and detection of explosives for between 8 and 30 park and ride facilities, rail stations and sporting venues • Equestrian Unit – possible increase from 15 to 70 horses to patrol rail stations, park and ride facilities park and sporting events • Personnel – possible increase from 1 500 to 2 500 • Volunteers – possible engagement of at least 1000 volunteers to participate as traffic wardens and safety officers in busses (348 required), trains (19 required) estimated for the opening and closing games • Portable Cameras – some 300 intelligent cameras will be required to monitor not only the sporting events but also the City beyond 2010

Portfolio Committee on Provincial and Local Government I m p a c t o f C C T V (I n n e r C i t y ) In the City, incidents of crime are equally fewer during the night and cameras are now spotting more traffic incidents during the day as indicated in the illustration below:

Portfolio Committee on Provincial and Local Government Re l a t i o n s w i t h MMC ’ s Relations are structured through Section 80 Public Safety Committee where police management submit monthly reports. Key issues forming part of these Committee reports generally revolve around the following: • Response times to incidents. • Community complaints on police performance (visibility, defective traffic lights, taxis and unroadworthy vehicles, accidents and driving under the influence). • Police attendance of community police fora. • Community issues raised at regular Mayoral visits and site inspections. • Handling of public protests/marches within the City. • Illegal dumping and trading in restricted areas. • Training and capacitating of the MPS to handle more and more crime related matters as opposed to traffic policing.

Portfolio Committee on Provincial and Local Government W o m e n P a r t i c i p a t i o n a nd G e n e r a l T r e a t m e n t o f W o m e n Of f i c e r s Over the last three years, some 350 women have been enlisted as part of the JMPD operations making up more than 70% of new recruits. In addition, the department is engaging more women in roles regarded as traditional male jobs such as riding a horse, being part of the K 9 unit and riding a motorcycle. However, more work still needs to be done to increase women in management positions. Current Status: • • • 1 out of 6 Directors is a woman. 2 out of 20 Chief Superintendents are women. 2 out of 31 Superintendents are women. 4 out of 8 Inspectors are women, and 5 out of 40 Sergeants are women.

Portfolio Committee on Provincial and Local Government Ge ne r a l C o nd uc t a nd P u b l i c I m p r e s s i o n s o f t h e Me t r o P o l i c e Conduct of officers has improved over the last few years since the JMPD has been established, with the Department handling fewer cases of corruption/bribery every year. However, the biggest challenge remains the training of officers on customer care (some 500 officers received training in the last financial year) since the greatest complaints against the Department still overwhelmingly revolve around “conduct unbecoming of an officer”. In general, JMPD officers are highly regarded for their responsiveness, visibility and tough application of the law.
