Purpose of Programme 2: Governance, Policy and Research Provide policy advice and research support for the development and monitoring of intergovernmental relations and the performance of provincial government, provincial-municipal relations, integrated development planning, local economic development, the institutions of traditional leadership, and international and donor relations. dplg 06 November 2007 3

Subprogram Output Target Measure/ Indicator Actual Progress Intergovernmental Relations Framework Act 2005 implemented Practitioners manual introduced by June 2006 Achieved Practitioner’s manual and ten tool kits launched at NCOP Summit on IGR Report submitted to extended Cabinet (January 2007) as part of G&A cluster report) Report on implementation of act submitted to Cabinet by December 2006 Development Planning Adoption of IDP’s and budgets improved IDP review covering the IDP’s of all districts and metros by June 2006 Draft Bill introduced by August 2006 Local Economic Development dplg Local economic development framework implemented Local economic development framework linked to national and provincial strategies by May 2006 06 November 2007 Achieved National IDP reviews of Metro’s and District completed 100% adoption rate reported Limited progress Draft Bill completed but output will now form part of policy review process on provincial and local government Achieved LED Framework launched at national conference 14/15 August 2006. Guidelines for GDS introduced, 52 GDS held during period (all GDS completed). LED support deployed to 17 municipalities 5

Subprogram Output Target Measure/ Indicator Actual Progress Traditional Leadership & Institutions Traditional Leadership Framework Act ( 2003) implemented Plan for establishing district houses, as required by the act, adopted by Minmec by June 2006 Achieved According to information provided to the Department 50% of Traditional Councils had been reconstituted. A national programme of support to the Institution of Traditional Leadership was submitted to Cabinet in November 2006 International & Donor Relations Charter on local government in SADC Expenditure of Donor Funds improved Protocol adopted by SADC Council by February 2007 System to monitor expenditure funds introduced Substantial progress Draft protocol was submitted to the SADC Forum of Local Government Minister, which agreed on a country consultation. Support to DRC government to develop decentralization law as part of DRC-SA Bi-National Achieved Standard operating procedures for Official Development Assistance (ODA) were introduced and a system of regular reporting to senior management was introduced dplg 06 November 2007 6

Portfolio Committee Report 2006 Processing of matter International and Donor Relations Support for completed legislation on decentralisation in the Democratic Republic of the Congo (DRC) Draft legislation tabled in DRC Parliament Local Economic Development Support to municipalities to adopt realistic local economic development plans in accordance with national framework for local economic development Number of district municipalities to which technical experts have been deployed to support development of realistic local economic development plans by July 2007 Traditional Leadership Dplg should compile a list of issues raised by traditional leaders in connection with rural development This is being addressed in on-going consultations of the National programme of Support, which includes rural development issues Monitoring takes place through bi-annual reports to extended cabinet as part of POA, and through hands on interaction with provinces and sector departments Subprogramme Dplg must monitor implementation of provincial and other legislation designed to transdform traditional governance systems dplg 06 November 2007 7

Subprogramme Intergovernmental Relations Development Planning dplg Portfolio Committee Report 2006 and report on budegt vote 2007 Processing of matter Establishment of district forums has not translated into regular meeting. Alexandra should be used as a model for cooperative governance Toolkits and release of a set of indicatos for IGR in early 2008 will provide greater predictability on measuring impact of IGR Act. Alexandra initiative to be considered as a case study in policy review Policy review must focus on oversight and accountability, separation of powers between executive and council, introduction of public accounts committees in all municipalities, interrogation of two-tier system Policy review, which is on going, will consider all of these issues Concerned about sector alignment and contribution to IDP National Planning Forum established, which will drive imeplementation of sector master plans, representation will include SOEs. Guidelines for sector master plans introduced 06 November 2007 8
