Chapter 18: STATISTICS Employment and unemployment Labour Force Survey Current situation Ø Labour Force Survey was conducted since 1994 -2007 as annual survey with one reference week in October. Ø LFS – continuous survey since 2008, which provides quarterly and annual information on labour market characteristics as well as socio-demographic individual and households characteristics according to Regulation 577/1998 (consolidated 2009 version) Ø Unemployment definition is fully in accordance with Regulation 1897/2000 Ø Sample frame until 2012 was Census of Population, Households and Dwellings 2003, and from 2012 Census of Population, Households and Dwellings from 2011. Chapter 18: STATISTICS Employment and unemployment Labour Force Survey Current situation Ø Total number of households in the sample is 10 920 annually Ø Two stage stratified sample was applied. Ø Primary Sampling Units (PSU) are enumeration areas from Census of Population, Households and Dwellings from 2011. STATISTICS Chapter 18: Labour Force Survey Current situation Ø Selection unit and observing unit in the survey is household selected by the sample, and interviewing unit are the members of households. Ø Only private households are included, while collective households are not. Ø Panel 2 -2 -1 – Each household is surveyed in two consecutive quarters, then next two quarters are out of sample and afterwards again included in one quarter. Upon the expiration of fifth quarter, selected household is out of sample. Ø Used classifications: • For economic activity : until 2011 NACE Rev. 1, and from 2011 NACE Rev. 2 • For occupation: until 2011 ISCO-88, and from 2011 ISCO-08 • For education ISCED 97 MONTENEGRO Negotiating Team for Accession of Montenegro to the European Union Chapter 18: Statistics

Chapter 18: STATISTICS Labour Force Survey Current situation Ø Micro data were sent for the first time by the end of 2011 for 1 Q 2010 Ø Since that period job on variables correction into the appropriate format has been done. In the beginning we had a lot of problems regarding document format being sent. At last sent document in the middle of 2012 we managed to correct variables which were not formatted appropriately in the last sending. Variables for education and activity are to be sent. All activities variables – economic activities are to be decoded from NACE Rev. 1 in to NACE Rev. 2. Reference week – difficulty which we have to solve in order to be fully harmonized. Ø In the fourth quarter of 2012 Ad Hoc module Employment of disabled person was conducted. In May of this year we had expert help from Slovenia for creating output tables of this module. Chapter 18: STATISTICS Labour Force Survey Future compliances Ø EUROSTAT data sending – to find the solution for reference week so the full harmonization will be achieved. Problems are 2010, 2011 and 2012, while for 2013 problem related to reference week is solved. Ø Quality report Ø To continue harmonization with regulations and Ad hoc modules. Chapter 18: STATISTICS Labour Force Survey/Monthly unemployment Current situation Ø We do not produce data on monthly unemployment rate. We will consider the methodology which is used for assessment of this indicator in near future. Ø We produce data at quarterly and annual level.
