SWS into State Field Standards • Does your State have a Field Guide? • Is it State-specific or Regional? • Is your Field Guide current?
SWS into State Field Standards • The SWS is a clear definition of the expectations of DOE • Standards are in place. Grantees must implement these standards • States must define the inspection process and the protocols they will implement • Day One Program Year 2014, all units must meet SWS specifications
Indiana Experience • Developed a Field Guide in 2003 • Field Guide was updated in 2005, 2007, 2009, 2011, & 2013 • Wx Technical Committee provides Field Guide maintenance • Technical Committee consists of State Monitor, Trainers, Auditors & Inspectors, Building & Heating Technicians
Indiana Experience • Indiana’s Field Guide was designed to describe the task to be performed, state the Standard, and then illustrate the Procedure • All Wx Program forms were inserted in the Field Guide along with any material & workmanship specifications • INCAA Trainers use Field Guide in all courses • State Monitors reference Field Guide in all monitoring findings & concerns
Incorporating SWS into Field Guide • SWS sections include H/S, Air Sealing, Insulation, Heating/Cooling, Ventilation & Baseload • Indiana Field Guide sections are Building Model, Health/Safety, Heating Systems, Air Sealing & Insulation • Crosswalk begins by identifying what measures Indiana performs • Crosswalk assignments made by trainer expertise
Initial Plans • Start with SWS On-line tool that allows us to identify measures specific to Indiana’s program • Concentrate on the measures & tasks we perform every day • Identify the SWS & Indiana Field Guide inconsistencies • Technical Committee processes inconsistencies
Challenges • When cross-walk is complete, Indiana must determine the format appropriate for use • Trainings specific to the Field Guide changes must occur prior to April 1, 2014 (SATT) • Starting April 1, 2014, SWS fully integrated in training, monitoring & field operations • Identify and remedy Wx network issues before monitoring begins
Outcomes • Reasonable fit with the SWS • Keep it Simple • QCI Protocol consistent with monitoring • All QCI certified by April, 2013 • Identify network challenges • Provide technical assistance accordingly
