Plymouth City Council § The Full Council is made up of 57 Elected Councillors in 20 Wards § The Full Council is responsible for agreeing the Plymouth City Council’s budget and setting Council Tax. It also agrees the major policies that set out the City Council's overall approach to service delivery.

Cabinet The Leader is elected by the council for a period of four years

Cabinet The Leader is elected by the council for a period of four years or until their term of office expires. The Leader is responsible for all executive functions and decides which functions should be delegated to other cabinet members, local committees or officers. Chief Executive Tracey Lee § Tracey took up post as Chief Executive for Plymouth

Chief Executive Tracey Lee § Tracey took up post as Chief Executive for Plymouth City Council in October 2012. Her work is focused on delivering the Council’s ambitions working in a collaborative way across the city and region. § In the past Tracey has led on projects such as the development of a national procurement service for Wales and regional shared services including an education achievement service shared by 5 councils. She also led Newport’s work on maximising the benefits for the city of being host for the 2010 Ryder Cup and modernisation of Council services. § Tracey started her career as a biology teacher in Surrey before moving into local government in 1990. She first worked in a variety of roles in local government including London, Ipswich and Wales. § She has a BSc (Hons) in Biology and a PGCE from Nottingham University and an MBA.

Assistant Chief Executive Giles Perritt is the Assistant Chief Executive at Plymouth City Council,

Assistant Chief Executive Giles Perritt is the Assistant Chief Executive at Plymouth City Council, a member of the Corporate Management Team reporting to the Chief Executive, and has been a senior manager at Plymouth since July 2000. He is the Corporate Lead for strategic and corporate planning, strategic partnerships, performance management, communications, democratic and executive support. Giles’ current priorities include ensuring that the administration is well supported, that the Councils governance arrangements continue to be fit for purpose and that the City’s lobbying and influencing role continues to deliver. Prior to working in Plymouth, Giles worked in Brent LBC as Deputy Director of Housing and Lewisham LBC for the Council’s Housing Reports and Maintenance Service. His degree is in Economics and Social Policy, but he is just as proud of his City and Guilds in carpentry and joinery.

Place Directorate Director – Anthony Payne § Anthony Payne took up the post of Director in October 2009 following the creation of a new department. The department has 3 key areas of responsibility Economic Development, Strategic Planning and Infrastructure and Street Services. In 2012 the role was widened to include new responsibilities in areas such as Capital Programme, visitor economy, events, heritage and sustainability. § Anthony’s role is to drive forward the long-term growth aspirations of the city (to reach 300, 000 population and create an additional 18, 600 new jobs by 2034), to ensure that the growth agenda is embedded corporately across the Council, to deliver front line environmental and waste services as well as developing and supporting partnerships across all sectors to support the city’s long-term growth aspirations and regeneration challenges. § Prior to taking up the above post, Anthony was employed by the East Midlands Development Agency for over 6 years in a number of Director posts, which included sustainable development, followed by land development and prior to coming to Plymouth as Executive Director for Strategy and Communications. § From 1995 -2004, Anthony was based in Brussels, running a network of European Cities on Sustainable Development. Anthony holds a BSc in Geology and a MPhil in Planning. He was born and bred in Plymouth.

People Directorate Director – Carole Burgoyne § A qualified Social Worker and HR professional Carole has been in a leadership role in Plymouth City Council since 2002. § A Director since 2009, Carole is the Strategic Director for People responsible for Integrated Commissioning and Adult Social Care, Children, Young People and Families. Education, Participation and Skills and Community Connections. § As part of this role Carole co-led (with the Chief Operating Officer of the CCG) an Integrated Health and Well Being Programme. Carole took a Place based commissioning approach to deliver improved whole population health and wellbeing outcomes. This led to the creation of an Integration Fund with NEW Devon CCG for £ 462 m § As part of this programme Carole also led the same process across Children’s Services to put in place an early-help gateway, multi-agency safeguarding hub and an end to end review of all services to put in place a new operating model to meet all statutory requirements § Carole has a passion for delivering better outcomes for citizens and have extensive experience of working in partnership with other agencies. Transformation and Change Directorate – Joint Directors Dawn Aunger Dawn’s career, spanning 28 years, has primarily focused on Human Resources and Organisation Development in a variety of organisations across both the retail sector and in Local Government. Dawn is a Chartered Fellow of the CIPD, having returned to study with Plymouth University 11 years ago to achieve a Masters in Personnel and Development, enabling her to fast track her career in the Public Sector. Dawn secured a role as the Head of HR & OD at Cornwall Council in 2008, responsible for bringing together a single leadership team and single workforce comprising over 12000 directly employed staff from a reorganisation of seven Councils’ into one; creating one of the largest Unitary Authorities in the country. Dawn was pivotal in helping create the ‘Cornwall Leadership Academy’, enabling hundreds of managers across the wider public sector in Cornwall to benefit from management and leadership accredited training. Dawn returned to Plymouth just over a year ago as Assistant Director for HR & OD for Plymouth City Council with a focus to develop talent, leadership and drive cultural change. The Council faces significant ongoing financial challenges and operates in a context of increasing and changing demands for services. Dawn has recently been promoted to a new interim role as Joint Strategic Director for Transformation and Change. This involves the shared leadership of a large Directorate within Plymouth City Council with responsibility for a wide range of corporate services including Transformation Portfolio and change management, Human Resources and Organisational Development, Health Safety and Wellbeing and Legal Services.

Transformation and Change Directorate – Joint Directors Andrew Hardingham • Andrew took up the post of Interim Strategic Director for Transformation & Change – Finance at Plymouth City Council in January 2017, having previously been Assistant Director for Finance since May 2015. The Transformation • Andrew’s role is to jointly lead the Directorate but having specific responsibility for Finance and Customer Services. Andrew is the Council’s CFO often referred to as the Section 151 Officer. Andrew leads on the development, management and monitoring of the Medium Term Financial Strategy, managing the Council’s Treasury Management activities and financing the capital programme. Customer Services provides the gateway access to all Council Services through either digital, telephone or face to face channels. • Andrew has extensive experience of delivering change projects in local and central government finance; improving financial reporting, internal control frameworks, embedding change solutions, leading and creating ASDV’s and delivering tax efficient charging models. Prior to taking up the above post, Andrew has worked as FD for a local authority Trading Company, a government owned Shared Service Company and a government delivery agency. Andrew has also previously served as a S 151 Officer at another unitary authority. • Andrew is a qualified Accountant (CIPFA) having previously served as an examiner for the Institute. He is married with two children, a keen photographer and armchair sportsman.

Public Health Director Ruth Harrell § § § Ruth is the recently-appointed Director of Public Health for Plymouth, having previously worked as a Consultant in Public Health in the city for the last 2 ½ years. The Director of Public Health is the principle advisor on all health matters to elected members and officers, with a leadership role across the city spanning the three domains of public health; health improvement, health protection and healthcare public health, as well as leading a directorate of Plymouth City Council including functions such as environmental health, licensing and trading standards. Ruth has a background of some 14 years in healthcare, working in public health, commissioning and service improvement. This followed on from a career in physics both in academia, where Ruth gained a Ph. D and post-doctoral experience at Cambridge University, and industry as a semiconductor engineer.
