INTRODUCTION • Cocoa is an important source of income and employment for rural populations.

INTRODUCTION • Cocoa is an important source of income and employment for rural populations. • Nevertheless, most cocoa growers live in poverty, and the cocoa poverty trap has led to use of child labour • The EU is by some way the world’s largest importer of cocoa, and therefore EU consumption, and any standards it imposes on imports, have the potential to affect production, if the conditions are right. • In view of the challenges above, Ghana and Cote d’Ivoire have been taking some steps to address some of the challenges that have been highlighted Fairtrade presentation name | Date 2

GOVERNMENTS INITIATIVE ON DEFORESTATION Governments of Ghana and Cote d’Ivoire together with private sectors have initiated various policies and programmes geared towards addressing deforestation in cocoa In Ghana, some of the major initiatives include; • Forest Investment Programme • Cocoa Forest REDD+ Programme • Cocoa and Forest Initiative • Various law making encroachment in protected areas illegal and punishable also exist to deter people • In Cote d’Ivoire, major initiatives also include, Initiatives for sustainable landscapes, Green Commodities Programme and REED+ Initiatives Fairtrade presentation name | Date 3

GOVERNMENTS INITIATIVE ON CHILD LABOUR National Level programmes and Policies – Ghana • National Action Plan against Child Labour II • National Child Labour Monitoring System • Ghana COCOBOD task force on child labour spearheaded by the Cocoa Health and Extension Division (CHED) • National Program for the Elimination of Child Labour • Hazardous Activity Framework currently under revision-revision is being coordinated by the child labour unit of the Ministry of Employment and Labour Relations. • The Child and Family Welfare policy • The Children’s Act Fairtrade presentation name | Date 4

Updates on African Regional Standard ARS End of 2019 1 st meeting of the ARSO Plenary 4 th – 5 th March 2020 in CDI National Mirror Committee meeting March in Accra April 7 th to 9 th Review of the ARS new version in Plenary and work on drafted operational guidelines June - July Series of videoconference s meetings – Invitations not yet received timing of ARS process unclear since COVID 19 September 2020 Finalization and formal adoption of the ARS but this was impacted by COVID-19 23 rd Feb – Ghana NMC voted on the final draft. Result yet to be published. INTERVENTIONS BY FTA & PRODUCERS ON SUSTAINABLE COCOA • Strongly supports the LID implemented by the 2 governments Living Income EU Engagement • Have partnerships with some Commercial partners to implement Living Income projects in Ghana and CDI • Participating the EU discussion on Cocoa with origin countries • Promoting accountable anti-child labour systems within the governance structure of producer organizations through the strengthening of child labour committees Child Labour • Capacity building on child labour standards, other nationally and internationally acceptable modules • Working with Cooperatives to establishment system among high risk producer organizations through partnerships • Enhanced investment in educational infrastructure development, enrolment and retention initiatives by the producers. Deforestation Fairtrade presentation name | Date • Through our Standards, Certified farmers are required to protect forest and biodiversity and prevent deforestation. • Implementing projects that seeks to promote farm level forestoration, address deforestation and climate change together with other partners. 6

IMPLICATIONS OF EU REGULATIONS – ROLE OF ALL ACTORS IMPLICATION ON PRODUCERS IMPLICATION ON GOVERNMENTS • Producing countries include Ghana and Cote d’Ivoire will be required to abide by future regulations from EU, USA and UK on deforestation free commodities and HRDD • Enforce regulations to make the production of more sustainable • Increase cost of production: GPS farm mapping and production of polygon maps, intensifications programmes etc. comes at cost to the producers. • Have an Data management systems to have accurate data • Producers must have robust Child Labour monitoring and Remediations systems in place including educational infrastructure, community education on child labour to address child labour issues • Invest in Child Labour Monitoring and Remediation systems • Support Farmers cooperatives institute policies that address child labour and deforestation • Bring producers more to the table on discussions that concerns them COMPANIES & CONSUMING COUNTRIES • Collaborate with producing countries to jointly implement programs to address the challenges • Companies should continue to commit to sourcing on sustainable terms such as FT. • Companies should support the LID and other Living income initiatives • Support producers to have robust systems to address both Child Labour and deforestation • Improve dialogue with producers and governments on issues that affect them. • Ensure that implementation of EU regulations does not lead to unintended consequences for producers Fairtrade presentation name | Date 7
