WHAT IS CCM The Country Coordinating Mechanism (CCM) for South Sudan founded in 2016, is a national multi-sectoral body established to coordinate and facilitate the Global Fund activities to Fight HIV/AIDS, Tuberculosis and Malaria Programmes in South Sudan. The Purpose: To ensure Global Fund grants to South Sudan are efficiently and effectively managed to provide healthcare services to beneficiaries Fuctions Coordinate and provide oversight to the development and submission of grant proposals Nominate the Principal Recipient/s (PR) Provide oversight to grant implementation and PR activities Submit concept notes and requests for funding Approve any re-programming and submit requests for continued funding Ensure links and coherence between Global Fund grants and other South Sudan health and development programmes

Structure of CCM Oversight Committee has 13 members, elected for a maximum period of three years times. The committee members includes a key affected populations and PLWD representative(s). The Oversight Committee is divided into the following Sub-committees with core skills: 1. Programmatic Sub-committee 2. Financial and Resource Mobilization Subcommittee 3. Procurement and Supply Chain Subcommittee With other ad-hoc sub-committees/ Technical Working Groups (TWGs): HIV TWG Malaria TB TWG

Challenges faced by the CSO Mode of election of CCM rep in not transparent The members are elected by their constituencies yet they have no capacity to understand the Global fund model of work Low capacity of ELECTED representatives to the CCM Lack of coordination among the CSOs The south Sudan grant actually is not south Sudan owned because it is managed by UN Agencies except the MOH, SSAC, NEPWU and SSNEP+ by default The additional safe guard policy/ the zero cash policy is transferred to the SSR CSOs partial involved in Grant development, making and implementation, mostly they are just observers, The CSOs not prepared for the whole process, No fund to hire a national consultant, the one paid for the technical bodies works towards the interests of those that hire them. Follow up during the grant making in Geneva is also a challenge, they not able to sent reps By default sub recipients are restricted to the 4 National institution the rest are UN Little effort to build the capacity of the CSOs Non unity among the CSOs

On going initiatives to support CSOs NASOSS was established in may 2018 formed facilitating coordination EANNASO provided technical support to the NASOSS members NASOSS demanded their rep to give feed back to the different constituencies Capacity building by UNDP for all the CCM Members A retreat was done for orienting the members about their roles global fund as CCM members NASOSS is trying prepare for the next process, currently there is review of National Strategic Plan which NASOSS is representation With TA is to be given NASOSS BY KELIN on the 15 th October to prepare the CSOs for the next FR
