Bhutan CCM Structure • Country Coordinating Mechanism (CCM), a country-level partnership of stakeholders, responsible for developing and submitting grant proposals, nominating Principal Recipients, and providing oversight to grant implementation. • Principal Recipient, Ministry of Health is the designated/ chosen by the CCM to receive funding from the Global Fund, implement programs, and distribute funds to sub-recipients. • CCM Secretariat, responsible for day-to-day operations, coordinating meetings and assist the CCM in overseeing grant implementation.

CCMs: Experiences and challenges • Conflicts of interest • Poor representation of sectors (members believe they represent only their organization; motivation is to ensure my organization gets GF funds) • Confusion between the CCM and other national bodies • Poor or non-existent oversight, little support of PRs to resolve cross-cutting problems & bottlenecks
